Himachal Pradesh Cabinet Decisions

Shimla. In a meeting of the state cabinet held under the chairmanship of Chief Minister Jai Ram Thakur, it was decided to fill up 4000 posts of different categories of teachers including 820 posts of drawing teachers and 870 posts of physical education teachers in the education department.

To ensure quality education to the students near to their homes, out of these 4000 posts, 2640 posts will be filled in Elementary Education Department and 1360 posts in Higher Education Department on contract basis. It was decided in the meeting that various posts of teachers would be filled up expeditiously on batch basis.

The Cabinet approved the draft Negotiation Package by the Department of Urban Development with the World Bank and the Department of Economic Affairs, Ministry of Finance, Government of India for funding the Shimla Water Supply and Sewerage Service Distribution Program for improving the water supply scheme services in the Greater Shimla area. $250 million (Rs 1813 crore) to be funded through the World Bank for Out of the total $250 million, the World Bank will provide financial assistance of $160 million (Rs 1160.32 crore) and the remaining amount of $90 million (Rs 652.68 crore) will be borne by the Himachal government. In the meeting the Principal Secretary, Urban Development Department was authorized to finalize and sign the MoU package with the World Bank.

The main objective of Shimla Water Supply and Sewage Project is to augment Shimla water supply with additional 67 MLD from Sutlej river to meet the water demand by the year 2050, Special Area Development Authority for Kufri, Shoghi, Ghanahatti and additional planning area. To provide 24 hours a week water supply to all domestic and commercial consumers in Shimla Municipal Corporation area and better sewerage services in Shimla Municipal Corporation area by 2050.

The project envisages lifting of water from Sutlej river near Shakrodi village of Sunni tehsil of Shimla district which includes augmentation of 67 MLD water at Sanjauli to a height of 1.6 km and laying of 22 km of pipe. Under this project, there is also a provision to upgrade the distribution pipe network in Shimla Municipal Corporation to 24-hour water supply system throughout the week. In addition, sewerage system will be provided in Mehli, Pantha Ghati, Tutu and Mashobra areas of Shimla. This will be a major project for the state which will endeavor to provide better water supply and sewerage system in Shimla and meet the needs of the city by the year 2050. The Department of Urban Development, Government of Himachal Pradesh will receive this fund from the World Bank and the Ministry of Finance despite the financial constraints caused by COVID-19.

During the meeting, a presentation was also made on the situation of Kovid-19 in the state and the preparedness to deal effectively with the possible third corona wave.

The Cabinet gave its approval to open new Industrial Training Institute at Ladaghat in Sadar Tehsil of district Bilaspur.

The cabinet decided in principle to give the benefit of retirement and death gratuity to the employees of urban local bodies under the new pension scheme.

The cabinet gave its approval to open new development block office at Churag in district Mandi.

In the meeting, approval was also given to open Atal Adarsh ​​Vidyalaya at Bagasyad in Siraj Vidhan Sabha constituency of district Mandi.

The cabinet gave its approval to create four posts of stenographers through direct recruitment on contract basis for ADR centers at Bilaspur, Hamirpur, Reckong Peo and Nahan.

The cabinet decided to appoint 24 non-residential special training teachers on contract basis with qualification equivalent to JBT against the vacant posts of JBTs.

The cabinet gave its approval to create a new elementary education block office at Salwahan by separating the elementary education block Balh and Sundernagar-1 in Mandi district.

It was accorded approval to fill 16 posts of different categories for the smooth functioning of these schools along with upgradation of Government Secondary School Darwin to Government High School and Government High School Lamu and Badgran in district Chamba to Government Senior Secondary School.

The Cabinet gave its approval for upgradation of Primary Health Center Baldhar to 30 bedded Community Health Center and creation of three posts of different categories in Karsog area of ​​district Mandi.

The Cabinet gave its approval to upgrade Community Health Center Rakkar in district Kangra as an emergency medical institution providing 24-hour services.

The Cabinet decided to entrust the work of blood bank, mortuary, bio-medical waste management space and additional building for canteen and cafeteria to HSCC Private India Limited, under construction superspeciality block at Chamyana, IGMC Shimla, for which Department of Health and Family Welfare. and the MoU will be signed between the implementing agency.
