If MBBS fees are reduced only in private colleges of India, then why Indian students go abroad for medical studies?

So in the same private medical college, there is a fee of about 8 lakhs. That is, complete MBBS education in Government Medical College is done in 4 to 5 lakh rupees.
Why do Indian students go to Ukraine?

In ace private colleges students have to spend lakhs of rupees. According to a student studying MBBS in Ukraine, admission in a government college leaves the only way to bid for an MBBS seat.
