18 officers of PCS cadre will soon become IAS in Uttarakhand

In Uttarakhand, 18 officers from PCS cadre are going to become IAS soon. The state government has sent a proposal for promotion of PCS officers to the Union Public Service Commission. This will be the first DPC of direct recruitment PCS officers in the state. Due to the dispute over the seniority among promoted and direct recruited PCS officers, the matter went on in the High Court and Supreme Court for almost 12 years. This path of promotion was opened after the order of the Supreme Court to give the benefit of seniority first to the officers of direct recruitment. At the same time, now it will be difficult for the promoted PCS officers to get the IAS cadre. Secretary Personnel Arvind Singh Hyanki said that the proposal has been sent to the DPC for all the 18 vacant posts of PCC quota. Now the date of DPC will be decided by the commission. Of these, 12 officers will be from the first batch of Uttarakhand and six will be PCS from UP, who are going to get this benefit.

They will be promoted

Yogesh Tiwari, Yogendra Yadav, Umesh Narayan Pandey, Devkrishna Tiwari, Uday Raj Singh, Karmendra Singh, Lalit Mohan Ryal, Anand Srivastava, Harish Chandra Kandpal, Sanjay Kumar, Navneet Pandey, Dr. Meherban Singh Bisht, Girdhari Singh Rawat, Alok Kumar Pandey , Banshidhar Tiwari, Ruchi Tiwari, Jharna Kamthan and Ravneet Cheema. With the resignation of PCS Dr. Singh Rathore and Shraddha Joshi, their junior Jharna Kamthan and Ravneet Cheema will get the benefit of promotion.

What was the controversy

In the year 2010, the government had released the final seniority list of direct recruited and promoted PCS officers. In this also the officers of direct recruitment were given seniority earlier. Against this, a writ was filed in the High Court by the promotional PCS officers. His argument was that since the formation of the state, he was looking after the work of the Deputy District Magistrate under the system of in-charge, while the officers of direct recruitment came after him in the year 2005. The High Court ruled in favor of the promotional officers on this basis. At the same time, the PCS of direct recruitment had gone to the Supreme Court for this decision. Only then was the seniority dispute resolved.
