Himachal Pradesh Cabinet Decisions approves the recruitment of pre-primary teachers, a gift to the water carriers, hundreds of posts will be filled

In the cabinet meeting chaired by Chief Minister Jai Ram Thakur, it has been decided to upgrade education, health and other related institutions besides filling up the vacant posts in various departments.
Himachal Pradesh cabinet meeting was held on Thursday in Shimla under the chairmanship of Chief Minister Jai Ram Thakur. In the meeting, apart from filling up the vacant posts in various departments, it has been decided to upgrade many institutions of education, health and other related institutions. In the cabinet meeting, approval was given to Himachal Pradesh Early Childhood Care and Teacher Scheme-2022 for children in the age group of 3 to 6 years in government primary schools under the National Education Policy. Under the scheme, 4700 pre-primary teachers will be recruited in government schools. Anganwadi workers have been excluded from the recruitment process. Under the scheme, with a view to ensure healthy mental development of young children, proper care and encouragement of their brain in the initial years has been envisaged. Under the scheme, special priority will be given to the socio-economically deprived districts and areas.
Recruitment and Promotion (R&P) rules will be framed for recruitment by the education department and till the R&P rules are finalized, the department will appoint teachers on outsourced through Himachal Pradesh State Electronics Development Corporation (HPSEDC). . The department will prepare bridge syllabus to make the candidates eligible as per the eligibility criteria having one year diploma in Nursery Teacher Education/Pre School Education/Pre-Childhood Education Programme. Under this, an amount of Rs 9,000 per month will be provided to the teacher.
Mustard oil APL will get Rs 133 and BPL will get Rs 123 per liter
The cabinet has approved doubling the subsidy on edible oils available in ration depots for seven months from September 2022 to March 2023. The Food Supply Corporation has decided to take mustard oil from a private company at Rs 143 per liter. In this, the government has given a subsidy of Rs 20 to BPL consumers and Rs 10 to APL. Under the doubling subsidy, now APL consumers will get Rs 133 and BPL families will get Rs 123 per liter of mustard oil. At the same time, APL consumers will get 119 refined oil and BPL families will get Rs 109 per liter.
Decision to appoint 499 para cooks and 563 para helpers, renewable energy integration plan of 2000 crores
In the meeting, it was decided to appoint 499 para cooks and 563 para helpers in the forest department for proper maintenance and food management of 499 forest rest houses and inspection cottages across the state. The Cabinet has approved a plan of Rs 2,000 crore approved by the World Bank for renewable energy integration in the state. The World Bank will spend Rs 1,600 crore and the state government Rs 4,000 crore for this five-year project. The World Bank will release the budget for the Himachal Pradesh Power Sector Development Program in the year 2023. This budget has been approved for the year 2023 to 2028. Under the programme, the power transmission corporation and board will be responsible for strengthening the power network. 200 MW of solar power will be produced in the state through Power Corporation and Him Urja. A report will be made to study the environmental and social damage due to the installation of power projects and make improvements. Upgradation of State Load Despatch Center will be done for purchase and sale of power. Women’s participation in the energy sector will be increased. Renewable energy includes all the energy that is not polluting. Whose source does not decay or whose source keeps on getting replenished. Solar energy, wind energy, hydroelectric energy, tidal energy, biogas and biofuels are called renewable energy. No new hydro power projects will be started under this program. Only the already established projects will be strengthened. Studies will also be conducted to enhance the capacity of the projects.
Relief to water carriers
In the meeting, it was also decided to regularize the services of water carriers working in the education department. These include seafarers who have completed 11 years (as part-time water carriers and daily wage earners) by 31 March and 30 September 2022. It was also decided to create three posts of doctors, two posts of para medical staff and six posts of nurses in the 50 bedded civil hospital Dharampur in Solan district.
Approval to open new sub tehsils
In the meeting, approval was given to open new sub-tehsil in Subathu in Solan district and to create and fill up 12 posts of different categories. Approval was given to open new sub-tehsil at Matiana in Theog assembly constituency of Shimla district and for the creation and filling of 12 posts of different categories. Tehsil with creation and filling up of 12 posts of different categories in Shimla district. It was decided to open new sub-tehsil in Talai under Jhanduta tehsil of Bilaspur district and to fill up 12 posts of different categories by creating them. Similarly, approval was given to open a new sub-tehsil in Baldehan of tehsil under Shimla Rural. For this, it was also decided to create and fill 12 posts of different categories. In the meeting, approval was given to open new sub-tehsil in Koti under rural tehsil Shimla of Shimla district and to fill up 12 posts of different categories.
Upgradation of Hospitals
The cabinet also decided to upgrade the capacity of Civil Hospital Jwali in Kangra district from 50 to 100 bedded hospital and to fill up the required posts. Similarly, it was also decided to upgrade Civil Hospital Gohar in Mandi district from 50 beds to 100 bedded hospital, Primary Health Center Chowk in Mandi district to Community Health Center. In the meeting, it was decided to open a new Ayurvedic Health Center at Torkhola in Dharampur assembly constituency of Mandi district and to create necessary posts. Decision was taken to open new Ayurvedic health centers at Paplog in Dharampur area and Sakoh in Gram Panchayat Tihra and to fill up six posts of different categories. Similarly, it was decided to open agricultural sales center in Bada, Gram Panchayat of Gohar development block. Approval was also given for opening of health sub-centres along with creation of necessary posts in village Fehad, village outpost of Gram Panchayat outpost and village Chej of Gram Panchayat Gawaila in Mandi district. Decision was taken to upgrade the Primary Health Center located at village Sayoh in Mandi district to 30 bedded Community Health Center. Approval was given to open primary health center in village Paudakothi of Nihari tehsil along with creation and filling of necessary posts. It was decided to open a new health sub center in Chhatar village of Chhatar, Gram Panchayat of Sundernagar assembly constituency.
Motor Vehicle Administration will be established
The Cabinet gave its approval for establishment of Himachal Pradesh Motor Vehicle Administration to strengthen the Transport Department as per the component of World Bank funded projects for Roads and Other Infrastructure Development Corporation in Himachal Pradesh. It will be a one stop center for all civic services and will cater to all necessary requests for transportation of citizens like registration, licence, emission control, vehicle testing etc.
New colleges will open
It was also decided in the meeting to open new degree colleges at Chandi in Solan district, Chadiyar in Kangra district, Jalog in Shimla district, Lamblu in Hamirpur district and Kotla in Kangra district and to fill 16 posts each. A provision of Rs 5 crore each was made for building infrastructure for these colleges.
The posts will be filled in these departments
In the meeting, it was also decided to fill up five posts of drivers in the Rural Development Department on daily wage basis. The cabinet also approved the opening of a new Block Development Office at Dadahu in Sirmaur district. In the meeting, it was decided to upgrade Veterinary Hospital Indora in Kangra district to Veterinary Polyclinic along with creation and filling of necessary posts. It was decided to upgrade Veterinary Dispensary at Peeran in Shimla district to Veterinary Hospital with creation and filling of three posts of different categories. It was also decided to open a new veterinary dispensary along with creation and filling up of necessary posts in Nala village of Kasumpti assembly constituency. It also gave its approval to open a new Industrial Training Institute along with creation and filling of 26 posts of different categories at Kujjabalh in Sandhol Tehsil of Mandi district. Similarly, it was decided to open a new Government Polytechnic Institute in Dharampur Assembly Constituency between Tehra and Cholthara and to create and fill 42 posts of different categories. The cabinet gave its approval to open a new division of Jal Shakti Department in Kangra Vidhan Sabha constituency of Kangra district and to create and fill necessary posts. Approval was also given in the meeting to open the office of Agricultural Litigation Specialist at Basal in Una district and to create and fill six posts of different categories.
In the meeting, along with opening of new Block Development Office at Dadlaghat in Solan district, it was also decided to fill up the required posts. It also accorded approval for opening the office of Agriculture Subject Matter Specialist in the development block Balichowki of Mandi district and creation and filling of six posts of different categories. Approval was given to open a fire sub-station at Dharampur. Approval was given to start science classes in Government Senior Secondary School Tulah and Gharan in Mandi district and to fill up necessary posts. Approval was accorded to upgrade Government High School Khokhan to Senior Secondary School, Government Secondary School Nagothi and Narogi to High School in Kullu district and to fill up necessary posts by creating them.
