Uttarakhand : Winter session concluded, women’s horizontal reservation and anti-conversion bill passed, House ran for about 14 hours

The winter session of the Uttarakhand assembly has concluded. The proceedings in this session, which lasted for two days, were very stormy. During this, the opposition surrounded the government fiercely. Six new bills were placed in the House on the second day of the winter session. At the same time, on the first day, ten bills came on the table of the House. Two of these bills were passed today. Women’s horizontal reservation and anti-conversion bill (Anti conversion bill passed in Uttarakhand) were included in the passing bills. After passing the bill, now these two laws have become. Notification will be issued soon to implement them.
At the same time, today, on 30 November, six new bills were placed in the House. In which the bill giving 30 percent horizontal reservation to women in government services was prominent. Which was passed after discussion. The benefit of horizontal reservation will be given to that female candidate, whose original domicile is in Uttarakhand, but she has not obtained any permanent domicile certificate from anywhere else.
Speaking to the media on this occasion, Assembly Speaker Ritu Khanduri said that she is very happy that the horizontal reservation bill for women has been passed under her chairmanship. He said that the women of Uttarakhand were fighting for this right for a long time. He said that this horizontal reservation bill will prove effective in empowering women. He said that the Uttarakhand government has taken a historic decision. I congratulate everyone for this.
What is the issue of 30% horizontal reservation for women?
1. Women started getting reservation in government jobs in Uttarakhand from July 18, 2001.
2. Then it was started with 20 percent reservation.
3. On July 24, 2006, it was increased to 30 percent.
4. In UKPSC EXAM women from Uttarakhand used to get 30% reservation from general quota (unreserved category).
Turning point came in 2021
1. In 2021, Uttarakhand Combined Senior Services Examination of Public Service Commission was held.
2. The result was declared in the same year i.e. 2021. Pavitra Chauhan, a female candidate from Haryana had gone to the High Court against this.
3. Pavitra’s argument was that her numbers were higher than the local candidate from Uttarakhand but she was thrown out.
4. Pavitra said- This reservation is contrary to Articles 14, 16, 19 and 21 of the Constitution.
Anti-conversion bill passed
After the passage of the anti-conversion bill, CM Dhami gave a statement on this. CM Dhami said that with this law in Devbhoomi Uttarakhand, a cordial atmosphere will be created in the state. He said that the conversion law will give everyone the right to their cultural and religious freedom. CM Dhami said that as soon as the conversion law comes into existence in the state, it will now come under the category of cognizable and non-bailable offence.
What will be the provision
In Uttarakhand, if a person voluntarily converts to religion, he will have to submit an application to the District Magistrate two months in advance. The person concerned will have to appear before the DM within 21 days of applying for conversion. Apart from this, any person can file a complaint of forced conversion. In order to stop the cases of forced conversion in the state, the government has placed the Uttarakhand Freedom of Religion (Amendment) Bill 2022 on the floor of the House. In this bill, a provision is being made for strict punishment and fine on forced conversion.
After the enactment of this act, a provision has been made for imprisonment ranging from a minimum of three years to a maximum of 10 years if found guilty. Not only this, the person who commits the crime may have to pay a fine of at least five lakh rupees, which will be given to the victim. According to the Bill, no person shall attempt to convert another person from one religion to another, either directly or indirectly by force, inducement or fraudulent means. No person shall abet or conspire for such conversion.
