Uttarakhand: Now DM will be able to give parole to jail inmates, cabinet approved 20 proposals

Uttarakhand cabinet meeting was held in the secretariat. In the cabinet meeting chaired by Chief Minister Pushkar Singh Dhami, 20 proposals were approved. Mainly like Himachal, the cabinet has approved the new hydropower policy of Uttarakhand. Secretary Shailesh Bagoli informed about the decisions taken in the cabinet meeting.

Main points of Uttarakhand cabinet

1. Approval has been given to amend the service rules of the Secretariat Security Administration.

2. In Uttarakhand, the District Magistrate was given the right to take parole to the prisoners. Earlier its permission was given only from the level of the commissioner. By amending its rules, parole will be arranged for a maximum period of 12 months.

3. PWD was given for the construction of five roads of SIDCUL under the Industrial Development Department.

4. Approval given to the proposal for reorganization of posts of technical cadre of PWD.

5. Seal on changing the name of University of Engineering Technology Roorkee. Core University will be kept.

6. Jageshwar and Mahasu Devta will also be planned on the lines of the master plan of Kedarnath-Badrinath.

7. Uttarakhand Logistics Rules got approval.

8. The proposal for amendment of the Uttarakhand Transport Change Employees Service Rules has been approved.

9. The service rules of the Revenue Council were formed. Approval to promulgate Service Rules 2022.

10. New hydro power policy got approval.

11. Stamp duty exemption for persons with disabilities on purchase of immovable property worth up to ₹ 25 lakh.

12. Ten thousand youths are taking training in 91 ITIs in the state, out of which 20 institutes will be upgraded on the Karnataka model.

13. State Parking Rules promulgated. The cabinet approved this policy.

14. There will be no compulsion of master plan in railway lands.

15. In the Lakhwad project, the department had floated tenders 4 times. Only one tender came, it was allowed to open. Negotiation committee will be formed.

16. Free textbooks will be given to students up to class 12 in government and aided colleges.

17. Cabinet approves prorogation of assembly session.

Uttarakhand Secretariat Security Service (Amendment) Rules, 2022

In the Uttarakhand Secretariat Security Service Amendment Rules 2022, provision has been made to increase the educational qualification for the post of guard from high school to intermediate like Uttarakhand police constable. The ratio of direct recruitment and promotion for the post of guards has been changed from 60:40 to 90:10 in the rules. Along with this, provision has been made to change the age limit for the post of guard from 18-35 years to 18-30 years.

Amendment in the University of Engineering and Technology Roorkee Act, 2020

Through the proposed University of Engineering and Technology Roorkee (Amendment) Bill, 2022, the name of University of Engineering and Technology Roorkee is to be amended to ‘Core University’. The proposed bill will be presented before the upcoming assembly.

Uttarakhand Transport Department Enforcement Staff Service (Amendment) Rules, 2022

As per prevailing rules, recruitment to one-third of the posts of enforcement constable is done through the promotion of Class IV personnel. At present, the post of class IV (Group ‘D’) is declared as dead cadre, due to the absence of personnel working on the post of class IV under the department and the number of vacant posts of enforcement constables under the department is high, the vacant posts of enforcement constables will be filled through 100 percent direct recruitment. At present, 25 percent exemption in chargeable stamp duty is effective for persons with disabilities to purchase immovable property, plots, houses etc. up to a value of ₹ 10 lakh, while the exemption limit for women has been fixed at ₹ 25 lakh. Now, similar to the exemption in stamp duty given to women, it is proposed to allow 25% exemption in chargeable stamp duty on properties up to ₹ 25 lakhs, up to a maximum of 2 times, to persons with disabilities.

New Hydropower Policy

In order to encourage the development and construction of hydropower projects in the state of Uttarakhand as well, according to the latest provisions made by Himachal Pradesh in the hydropower policies, the state’s hydropower policies (02-25 MW, 25-100 MW and 100 MW) More than Mega Watt) and necessary provisions/amendments were proposed in other related notifications. Under the hydro policy, it has been decided that when the project is commissioned, the project will be considered as started.

Transport Change Employee Service Rules Amendment

Transport- 100 percent exemption will be given in motor vehicle tax in city bus. Along with this, the relief in permit tax for buses in the mountain has been increased from 50 to 75%. There will be an amendment in the enforcement staff service rules of the transport department. 100% posts of enforcement constable will be filled by direct recruitment.
