Uttarakhand: Permission to open new hostels and schools will no longer be available in the residential areas of capital Dehradun!

The pace of urbanization in Doon is increasing in an uncontrolled manner. With the increasing population, the demand for all types of housing has also increased. In densely populated residential areas, all kinds of constructions ranging from housing are being erected in an unplanned manner. The current master plan for the year 2005-2025 proved to be unable to stop all this. Now the expectation is from GIS based digital master plan till 2041. In this sequence, many steps have also been taken to plan the settlement in residential areas. New constructions of some nature have been restricted while for some the minimum width of the road and maximum plot area have been fixed. Along with this, to give emphasis to the concept of affordable housing, zones of affordable housing have also been reserved in the residential area. According to the draft Digital Master Plan, densely populated residential areas have been kept in the R-1 category. The construction of new hostels and schools has been banned here. However, pre-approved hostels can be constructed with repairs etc. in the already constructed hostels/schools. Along with this, private office can be constructed here in a maximum area of 45 sqm. Apart from this, the rule of road width has been implemented in many constructions. Along with this, it has been clarified that the maximum height of the buildings will be ground and two floors.
Directly allow such construction
Private House, Government Housing Scheme, Government Housing, Retail Shop, Daily Needs Shop, Service Industry, Anganwadi Center, Veterinary Dispensary/Clinic, Bank/ATM, Police Station/Booth, Public Library, Child Care Center, Public Toilet, Religious Establishment.
Direct permission with restrictions on
Milk Collection Center (minimum 18 meter wide road required), Clinic/Dispensary (permitted on maximum 45 square meter plot only), Government Office (18 meter wide road required), cottage and domestic industry (permitted only on maximum 200 square meter plot) ), Private Office (not allowed on plot more than 45 sq.mt.)
Permission of MDDA Board is necessary on these constructions in densely populated areas

Plotting, Group Housing, Township (Residential), Hostel (Maximum 1000 sqm plot area), School (Minimum 12m wide road required), Fire Station (Minimum 24m road required), Recreation Sadan (Minimum 18m wide road required) , Sports Complex (minimum 24 meter wide road required), playground, gymnasium, swimming pool.
Board permission for these in open areas (with restrictions on road and ground coverage)
Shopping Mall, Multiplex, Petrol Pump, College, Stadium, Hotel/Lodge, Big Hostel, Hospital/Nursing Home, Dharamshala, Golf Course/Race Course etc.
Four floors allowed in affordable housing zone
Affordable housing zones have been earmarked for the first time to develop affordable housing schemes for the common man with the increasing population. Mainly such zones have been fixed in areas like Harbhajwala, Easthope Town, Paleo etc. Maximum four storey buildings can be erected here. There will be no direct permission to build a private house in such an area, rather permission will have to be taken from the MDDA Board.
DS Rana, president of the Uttarakhand Engineers and Architects Association, said that better provisions were made in the master plan to give relief to the areas suffering from population pressure, but the authorities will have to follow the rules seriously on the ground as well.
MDDA will pass 21 types of construction directly, board will decide on 14
According to the arrangements made in the Digital Master Plan, MDDA will be able to pass 21 types of construction directly in densely populated areas. At the same time, for 14 types of construction, permission will have to be taken from the MDDA board.
