350 crore scam in Delhi Police, money was withdrawn from the department by making fake bills; turmoil in the department
In the budget of crores of rupees received by the Delhi Police in the financial year 2022-2023, a case of scam of more than 350 crores has come to light in the head of maintenance work. Police Commissioner Sanjay Arora has ordered the vigilance department to investigate the misuse of funds worth Rs 150 crore for minor work and Rs 200 crore for professional services.
The entire scam has been exposed in the audit conducted by the Delhi Police Housing Corporation. After getting information about this, the commissioner has taken action. On the instructions of the Commissioner, Special Commissioner, Provision and Finance Division, Laltendu Mohanty has asked 40 DCPs and Additional DCPs posted in the district and various units to present complete details of the expenses. This case of scam has created panic in the police department.
According to headquarter sources, the DCP has been asked for what purposes he has used the funds of Professional Services. If sources are to be believed, the DCPs of the districts and units, instead of spending the funds of professional services for the main purpose, showed most of the expenditure in minor works like painting and painting of police stations, police colonies and officers’ offices etc.
The Commissioner of Police has received information about rigging by showing the bill of expenses several times more. According to sources, on March 29, a budget of 150 crores was given for minor work. The headquarters came to know that DCPs are using the money for minor work for the repair work of police stations, colonies and offices and are going to collect payment by presenting fake bills of maintenance. On the instructions of the Commissioner, Special Commissioner Laltendu Mohanty hastily sent a wireless message to all the DCPs seeking information about the bill before accepting the payment.
Preferred contractors have been fixed
The police officer says that all the districts and units have fixed their respective contractors. They only get the maintenance work done in the districts and units. Actually there is a game of fat commission behind this. This type of work has been going on for years. In fact, the DCPs of the districts and units get the money done by getting the maintenance work done on their own mind by preparing fake bills and sending them directly to the Planning and Finance Division and Finance Management Division.
There was no system to check the expenses
There is a provision in Delhi Police to approve the bill amount according to seniority, but DCPs do not take approval from them. The main reason behind this is the game of commission. Till now there was no system with the department to check the expenses incurred by the DCP. Sanjay Arora has taken steps towards rectifying this matter.
Former Police Commissioner Rakesh Asthana decided to get the work of construction and repair of police stations and residential colonies of Delhi Police done by the department itself. Under the same, he created the Delhi Police Housing Corporation in the department. But, especially the contractors of DCP in the districts did not allow the corporation to work for several months.
