Students’ fees will be refunded after cancellation of admission in universities across the country, UGC issued these rules

Admission process is about to start in universities and colleges across the country. Earlier, the University Grants Commission (UGC) has issued ‘UGC Fees Refund Policy 2023-24’. UGC has issued guidelines for Higher Education Institutions (HEIs) regarding refund of fees in case of withdrawal of admission. The commission said that students and parents were complaining about non-refund of fees by HEIs after cancellation or withdrawal of admission to them. The UGC says that the students will have to return the full fee within a specified period to choose the program chosen by them. The commission issued the guidelines after discussing the issue in its 570th meeting held on June 27. According to the ‘Fee Refund Policy 2023-24’ issued by the UGC, the college will refund the full fees of the students who withdraw admission by 30 September. At the same time, the fees will be refunded with a deduction of Rs 1000 for the students who withdraw admission till October 31.

These rules will be applicable after October 31 for refund of fees

The provisions included in the UGC notification announced in October 2018 on refund of fees and non-retention of original certificates will be applicable after October 31. See here what are the rules-

UGC issued these rules

  • 100% Fee Refund: Up to 15 days or more before the scheduled date of admission.
  • 90% Fee Refund: Less than 15 days before the last date of admission.
  • 80% Fee Refund: 15 days or less after the last date of admission.
  • 50% Fee Refund: 30 days or less but more than 15 days from the formally notified last date of admission.
  • 0% Fee Refund: If the last date of admission is more than 30 days.

The UGC has directed the HEIs to ensure compliance of the fee refund policy for the academic session 2023-24 as well as redress any grievances as per the provisions of the Commission’s (Redressal of Students’ Grievances) Regulations, 2023. The commission says that as per the policy, they will be liable for refund of fees and penal action notified in section 5 of the UGC notification for non-retention of original certificates issued in October 2018.
