Uttarakhand Berojgar Sangh has now made a big disclosure regarding the appointment of SDM in the state. The disclosure made by Bobby Panwar is related to PCS exam 2012. Bobby Panwar has made serious allegations against the Chief Minister of the state and his cabinet.

President of unemployed union Bobby Panwar raised questions on PCS exam
Unemployed Union President Bobby Panwar said that the matter pertains to the previous PCS examination 2012. Where SDM Manish Bisht was appointed against the rules. In which Manish Bisht was appointed to the post of SDM by the Public Service Commission despite the ex-serviceman not having the post of SDM.

This is the whole matter
Bobby Panwar told that after this, ex-serviceman Sudhir Kumar who had scored 31 marks more than Manish Bisht in the examination. He filed a petition in the High Court on the basis that even though I had more marks, my rights were given to another candidate. Bobby Panwar said that after hearing the petition, the court ordered the removal of Manish Bisht and appointment of Sudhir Kumar.

After this, Uttarakhand Public Service Commission also filed a review petition in the court. But the court rejected that too and declared only Sudhir Kumar eligible for the post of SDM. After that Manish Bisht (current SDM) filed SLP in the Supreme Court in which the Supreme Court sent notice to Sudhir Kumar to reply and passed orders to maintain the status quo of the case till further orders of the Supreme Court.

Bobby Panwar told that the matter was of appointment against the rules. The government and the Public Service Commission should have made a solid advocacy against Manish Bisht in the Supreme Court. But the unfortunate thing is that after making a transaction worth crores, the government told Manish Bisht that this post will be adjusted in future.

Bobby Panwar said that after the request made by Manish Bisht for adjustment, the government said that the examination is conducted by the Public Service Commission. On the basis of his recommendation, appointment to the post of SDM is given. But there is no provision in the rules for adjustment on the post of SDM.

There should be investigation against the culprits: Bobby Panwar
Bobby Panwar said that when there was not a single post of ex-serviceman SDM quota among the 16 SDM posts, then on what basis two SDMs of ex-serviceman quota were appointed. This is a matter of investigation. Bobby Panwar has appealed to the Governor to order an investigation against the culprits.
