The biggest budget in the history of UP, Chief Minister Farm Security Scheme started

Uttar Pradesh Finance Minister Suresh Khanna presented the budget in the Assembly. The Finance Minister told the House that the government has increased the size of the state budget to Rs 7,36,437 crore for the financial year 2024-25. This includes new schemes worth Rs 24,863.57 crore. The FY 2024-25 budget includes total revenue receipts of Rs 6,06,802.40 crore and capital receipts of Rs 1,14,531.42 crore. The fiscal deficit in the budget is estimated at Rs 86,530.51 crore which is 3.46 per cent of the estimated gross state domestic product for the year.

Government kind to farmers

The Uttar Pradesh government has set a target of 5.1 percent growth rate for the agriculture sector in the state in the annual budget for the financial year 2024-25. A total provision of Rs 460 crore has also been made in the budget for three new schemes for the agriculture sector. Finance Minister Suresh Kumar Khanna, while presenting the budget estimates for the financial year 2024-25 in the Assembly on Monday, said that a target of 5.1 percent growth rate has been set for the agriculture sector in the state. He announced three schemes for the progress of the agriculture sector. There is a provision of Rs 200 crore for ‘State Agricultural Development Scheme’. Rs 200 crore has also been allocated for the second World Bank supported ‘UP Agris Scheme’.

Chief Minister Farm Security Scheme also started

The third scheme is related to setting up automatic weather stations and automatic rain measuring instruments in the development blocks and gram panchayats of the state, for which Rs 60 crore has been allocated. The minister said that Mukhyamantri Khet Suraksha Yojana is also being started with a provision of Rs 50 crore. Apart from this, an outlay of Rs 2,400 crore has been proposed to provide electricity at concessional rates to the private tube wells of farmers. This amount is 25 percent more than the budget provided in the current financial year.

Farmers will get this benefit

The Finance Minister said that the ban on giving new private tube well connections in the dark zone has been removed, which directly benefited about one lakh farmers. In the year 2023-2024, about 37 lakh Kisan Credit Cards were distributed till October 2023. Under the Pradhan Mantri Fasal Bima Yojana, compensation of Rs 831 crore was paid to about 10 lakh insured farmers for the year 2022-2023 till October 2023.

Made this announcement for women

The Finance Minister told the House that schemes for the all-round development of children between 06 months to 06 years of age, pregnant women and lactating mothers are being run through 1,89,796 Anganwadi centers in all 75 districts of the state. About 2 crore 6 lakh beneficiaries are being benefited from supplementary nutrition in the state. Under the Hot Cooked Meal Scheme, hot cooked food is being provided to 79.37 lakh children aged 3 to 6 years in Anganwadi centres. A provision of about Rs 5129 crore is proposed for the nutrition programme. A provision of about Rs 971 crore is proposed for payment of honorarium to Anganwadi workers and assistants. A provision of Rs 700 crore is proposed for Kanya Sumangala Scheme.

A tourist spot will be developed in every assembly constituency

Tourism development and beautification works are being carried out in Ayodhya, Varanasi, Chitrakoot, Lucknow, Vindhyachal, Prayagraj, Naimisharanya, Gorakhpur, Mathura, Bateshwar Dham, Garhmukteshwar, Shuktirtha Dham, Maa Shakumbhari Devi, Sarnath and other important tourist places. Under the Chief Minister Tourism Development Partnership Scheme, there is a plan to develop one tourist destination in every assembly constituency of Uttar Pradesh.

Made this announcement for the youth

The Finance Minister said that at present there is a provision for vocational education as well as certification in 301 government schools under the Praveen scheme through the Vocational Education and Skill Development Mission in 804 government and 729 aided schools at the secondary level. To provide long-term and short-term employment training to the youth, government industrial training institutes are being upgraded and new centers are also being established in underserved areas with the participation of private institutions.

Handloom and textile industry

The target is to create 40,000 jobs in the textile industry in the financial year 2024-2025. Investment and employment generation will be promoted by creating new hubs of textiles in the state. There is a budget proposal of Rs 400 crore by the state government for the Atal Bihari Bajpai Powerloom Electricity Flat Rate Scheme for the upliftment of handloom weavers as well as powerloom weavers. Under PM Mega Integrated Textiles and Apparel Scheme, Mega Textile Park has been approved in Lucknow-Hardoi in an area of about 1000 acres. A budget of Rs 150 crore is proposed for purchasing land for the establishment of National Institute of Fashion Technology (NIFT) in Varanasi.

Claim of providing 18 hours electricity in villages

In the year 2023-2024, from April to December, electricity was supplied for 24 hours at the district headquarters, 21.34 hours at the tehsil headquarters and 18 hours in the rural areas. Under the Pradhan Mantri Sahaj Bijli Har Ghar Yojana (Saubhagya), the facility of providing free electricity connection to poor families and 10 monthly installments of Rs 50 to other rural families was provided. Under this scheme, electricity connections were issued to 62.18 lakh willing houses.

For the elderly and the poor

A provision of Rs 7377 crore is proposed for old age pension. A provision of Rs 4073 crore is proposed for maintenance grant to destitute women after the death of their husband. A provision of Rs 1862 crore is proposed for the scholarship scheme for Scheduled Caste and General Category students. Under the Chief Minister’s Mass Marriage Scheme, a provision of Rs 600 crore is proposed for the daughters of poor families belonging to Scheduled Caste and General Category.
