The state government is on full alert regarding the fire incidents that have taken place in hospitals in many states including Delhi. On the instructions of CM Dhami, the state health department has issued a comprehensive advisory to ensure fire safety in hospitals during the summer months.
This advisory issued by Uttarakhand Health Secretary Dr. R. Rajesh Kumar has sought immediate and complete implementation of fire safety measures in all government and private health facilities in the state.
Emphasizing the collective responsibility of hospital management, staff and regulatory bodies, Dr. Rajesh said, it is necessary that we take proactive steps to prevent such disastrous incidents.
The advisory highlights the importance of following the “Guidelines for Fire Safety in Health Facilities” issued by the Ministry of Health and Family Welfare (MOH&FW), New Delhi. Hospitals need to strictly follow these guidelines, obtain a valid fire no objection certificate (NOC) from the State Fire Department, and conduct regular fire safety audits and on-site inspections.
Key measures in the advisory
Installation and maintenance
Hospitals should install fire extinguishers, smoke detectors, and fire alarms in every critical location, especially in neonatal and intensive care units, with regular inspections. Critical areas should be equipped with automatic sprinkler systems and other fire suppression mechanisms.
Emergency exits and collaboration with fire departments:
Clearly marked emergency exits are mandatory. Hospitals should establish the necessary working relationships with local fire departments and emergency services.
Oxygen safety:
Proper location and storage of oxygen cylinders or piped oxygen, as well as strict no-smoking policies and control of heat sources near oxygen.
Building codes:
Comply with building safety codes, including fire safety, electrical wiring, and emergency infrastructure.
Electrical audits:
Perform annual electrical load audits, especially when new equipment is added or spaces are converted into ICUs.
Regular inspections:
Organize regular fire safety inspections by certified professionals in a timely manner and address any deficiencies immediately.
Training:
Provide comprehensive fire safety training to all hospital staff, including doctors, nurses, administrative personnel, and security staff.
Maintenance:
Implement strict maintenance schedules for all electrical equipment, wiring, and other potential fire hazards.
Advanced measures for sensitive areas:
Pay special attention to neonatal and pediatric units, ensuring these areas have advanced fire safety measures.
Visitor guidelines:
Establish strict guidelines for visitors to minimize exposure to fire hazards, such as flammable materials.
Familiarization and protocols:
Familiarize hospital staff with the hospital layout and fire safety plans, and develop specific protocols for reporting fire incidents and near-misses.
