Uttarakhand: CS Radha Raturi gave strict instructions to the officers to work with the vision of Zero Accident State

Chief Secretary Radha Raturi has sought information from the Transport Department about the corrective measures taken as a result of the death audit after road accidents in the state. Along with this, she has given instructions to implement a completely faceless challan system. Radha Raturi has given instructions to monitor the traffic system and challan with ANPR cameras on the entire state border and all main roads as well as drone cameras in cities. CS has instructed the Education Department to make children aware about road safety in schools one day a week. She has given instructions to upgrade traffic signals with ANPR and RLVD system.
While chairing the meeting of the State Road Safety Fund Management Committee in the Secretariat on Monday, Chief Secretary Radha Raturi has given instructions to strictly implement the rule of wearing helmets for pillion riders on two-wheelers and seat belts for all in four vehicles with a view to minimizing road accidents in the state.
In today’s important meeting of Road Safety, with a view to make the traffic system of the state hi-tech and updated, Chief Secretary Radha Raturi has given financial and in-principle approval for the arrangement of drone services in all 13 districts, integrating and updating traffic signals with ANPR and RLVD system, installing high-tech motor bikes, radar speed sign boards with cameras, digital speed sign boards and variable message display boards, implementing the latest technology systems like body worn cameras, alcometer / breath analyzer, portable sound system for traffic police personnel.
CS Radha Raturi has directed the Transport and Police Department to work on public awareness through social media as much as possible for road safety and traffic awareness.
While giving strict instructions to work with the vision of Zero Accident State, Chief Secretary Radha Raturi gave financial and in-principle approval to the Public Works Department for the financial year 2024-25 for the installation of crash barriers, road delineators and cat eyes, corrective work on black spots, parapet and cautionary sign boards, road furniture, road marking etc. under protective works.
During the meeting, Chief Secretary Radha Raturi has given instructions for wide publicity of Hit and Run and Good Samaritan. Along with this, she has given instructions to work promptly on the action plan for determining the speed limit in a scientific manner on the demands of the state.
It was informed in the meeting that last year an amount of Rs 10 lakh has been allocated to 67 Good Samaritans. An amount of Rs 10 lakh is proposed for the Good Samaritan scheme in the year 2024-26. It is known that to encourage Good Samaritans, the Good Samaritan Scheme of the Ministry of Road Transport and Highways, Government of India has been implemented at the departmental level in Uttarakhand, in which the Good Samaritan is given a cash reward and a letter of appreciation.
The departmental Good Samaritans Award Scheme has also been started in the state of Uttarakhand, under which if a person does any of the following works, then the Uttarakhand Police will provide him a cash reward and a letter of appreciation. Providing first aid to a person in a road accident. Carrying out relief and rescue operations for the person/persons who are victims of a road accident and taking them to the hospital on time. Taking the injured/injured person in a road accident to the hospital in a private vehicle in case of non-availability of an ambulance.
Donating blood to a person injured in a road accident if required or arranging for a blood donor of the relevant blood group by promoting blood donation.
Providing financial assistance to a person injured in an accident, etc. Providing effective assistance in the effort to prevent road accidents.
Director General of Police Mr. Abhinav Kumar, Principal Secretary Mr. Ramesh Kumar Sudhanshu, Secretary Mr. Arvind Singh Hayaki, Mr. V. Shanmugam and other concerned officers were present in the meeting.
CS Radha Raturi directed to make arrangements for adequate electricity and water supply for new enterprises to be set up in the state along with grounding of investment proposals
CS Radha Raturi has directed the Energy and related departments to make arrangements for adequate electricity supply and water supply for the new enterprises to be set up in the state along with the grounding of investment proposals. The Chief Secretary has directed to consider the proposal to use sawdust as raw material from the biofuel enterprises being set up in the state. He has directed the officers to complete the grounding of all investment proposals as soon as possible by adopting a timely and target-based work style. Chief Secretary Radha Raturi reviewed the grounding of investment proposals made in the Uttarakhand Global Investors Summit 2023 held last year in a meeting held at the Secretariat on Monday. In today’s meeting, he mainly reviewed the MoUs made under the Housing, Tourism and Energy Department.
It was informed in the meeting that out of the total 125 MoUs made under the Housing Department, work has started on 74, which has brought a total investment of Rs 7429.85 crore and 12318 employment opportunities have been created. Under the Tourism Department, work has started on 140 out of a total of 505 MoUs, which has brought an investment of Rs 3816.22 crore and created 5047 jobs. Under the Energy Department, a total of 193 units have been grounded, which has brought an investment of Rs 28288 crore and created 18119 jobs during construction and 4026 jobs during operation. In the field of aromatic plants, a total of 32 units have been grounded so far, which has received an investment of Rs 133.4 crore and created 1052 jobs.
Secretary Shri R Meenakshi Sundaram, Shri Vinay Shankar Pandey, Shri Vinod Kumar Suman and officials of various departments were present in the meeting.
