Uttarakhand: Transfers of employees will be possible in the state till July 10, they were stuck due to Lok Sabha elections

Transfers of employees in the state can now be done till July 10. After the news of transfers of employees was prominently published in Amar Ujala on Friday, June 7, the government has extended the last date for issuing transfer orders under the Transfer Act by one month.

In a meeting chaired by the Chief Secretary on Tuesday, it was decided that the file would be sent to the Chief Minister for approval. Due to the Lok Sabha elections, the transfers of more than 15 thousand employees in the state were pending. Under the Transfer Act, the last date for issuing transfer orders was June 10, but most departments could not issue transfer orders by the stipulated date.

Some departments could not even start the process regarding this yet. According to Additional Secretary Personnel Lalit Mohan Raiyal, all departments have been given time till July 10 for transfers. The departments which have prepared the proposal for transfers can issue transfer orders anytime before the stipulated date as per the prepared proposal. The transfers of those departments in which transfer orders have been issued will be valid.

No proposal has come yet for exemption from transfers

Under the Uttarakhand Public Servants Annual Transfer Bill 2017, employees and officers are transferred, but some departments demand exemption from compulsory transfers citing special circumstances. According to Additional Secretary Personnel Lalit Mohan Raiyal, no such proposal has come to the Personnel Department yet.

Nowhere in the Act is there any provision that counseling will not be done

The Education Department has requested the government to issue guidelines regarding counseling for the transfer of teachers. On which the Personnel Department says that nowhere in the Transfer Act is there any provision that counseling will not be done. The Education Department should take a decision on this.

This process will have to be adopted under the Transfer Act

Under the Transfer Act, the head of the department will first have to identify the workplace as per the standard. All departments will form a committee for transfers. A list of workplaces in accessible and inaccessible areas and vacant posts will be issued for every cadre. For compulsory transfers, eligible employees will be asked to choose 10 desired locations. The details of the options and application forms received will be displayed on the website. After this, transfers will be done by July 10.
