Uttarakhand: Efforts to regularize contract employees in the state begin, hope rises after High Court order

There is hope of permanent employment for more than 15 thousand contract, outsourced, daily wage, chargeable, fixed pay, part-time, ad-hoc, Upanal employees in the state. After the High Court order, the exercise of regularization has intensified at the government level. It is being told that considering the cut-off date of 2024, those with 10 years of regular service will be regularized according to the availability of posts.

There was no provision for regularization of contract, outsourced employees in the state before the year 2013. The Regularization Rules for Daily Wage, Chargeable, Contract, Fixed Pay, Part-time and Ad-hoc Personnel Appointed in 2013 came, in which provision was made to regularize the employees on the basis of 10 years of continuous service.

But, this rule came into controversy and the High Court put a stay on it. After this, the exercise was started again in the Harish Rawat government and a regularization rule was brought in 2017, in which the service period was reduced from 10 years to five years. There were objections on this too and the High Court put a stay on it. All the work related to regularization was pending for about seven years.

The hopes of the employees have also started rising

The High Court has approved the regularization rules of the year 2013 after hearing the special leave petitions of Narendra Singh Bisht and four others, after which the exercise has started at the government level. Now the Personnel and Finance Department is closely looking at all the aspects of regularization. The hopes of more than 15 thousand employees have also started rising.

In the departments where the posts are vacant, the employees working through contract, Upanal or other means can get a chance. If there are more claimants than the vacant posts, a seniority list can also be made. Along with all this, it will also be seen how many posts are vacant, what is the qualification, what is the age. The government officials say that brainstorming has been started in the context of the High Court’s order.

At the same time, Babu Khan, State President of PWD Daily Karyakrabhari Employees Union says that great hopes have been raised after the High Court’s order. He demanded that the government should regularize the employees on priority basis. Most of such employees are working in PWD and Irrigation Department.
