‘Thank God you didn’t issue a challan for water…’, High Court reprimands police, MCD over death in coaching centre
The Delhi High Court has ordered the CBI to investigate the death of 3 UPSC candidates in Rajendra Nagar Coaching Center. The court said that a senior officer of CVC will monitor the investigation. The court cited the seriousness of the incidents and the possible involvement of officials in corruption as the reason behind this decision. Also, the court has strongly reprimanded the Delhi Police and MCD during the hearing.

Police and MCD reprimanded
The Delhi High Court today reprimanded the police and the Municipal Corporation of Delhi (MCD) during the hearing on the death of 3 candidates preparing for the civil services examination due to waterlogging in the basement of Rau’s IAS coaching center in Rajendra Nagar and said that it could not understand how the students could not come out. The bench questioned why the MCD officials did not inform the commissioner about the storm drains not working properly in the area.
‘Challan not issued for rain water’
The bench of Acting Chief Justice Manmohan and Justice Tushar Rao Gedela said that the MCD officials have no fear of this and it has now become a normal thing. The court took a dig at the Delhi Police and said, “The way you arrested the driver for driving the car there, it is good that you did not issue a challan for rain water entering the basement.”
MCD admitted that the drain was not working properly
The MCD commissioner was also present in the court during the hearing. He admitted that the drain for drainage of rainwater in and around the area was not working properly. He also said that the drain for drainage of rainwater has been encroached upon by residents and shopkeepers at many places. He assured the court that unauthorized and illegal constructions in the area will be removed immediately and action will be taken against the responsible MCD officials.
Police also admitted its mistake
Delhi Police told the court that the police has conducted the investigation with full promptness. The DCP who was personally present in the court. However, in response to the questions asked by the court, the police has admitted that the MCD file has not been seized till date and no MCD official has been questioned.
