10 newborns did not burn alive in Jhansi just like that: BJP leader’s company is making ward boys do the work of electricians; Use of substandard wires in wiring
On the night of 15 November, 10 newborns were burnt alive in Jhansi Medical College. Later, 7 more children died. Now the officers are calling this negligence an accident. Dainik Bhaskar’s team investigated there for 5 days to know the truth. Talked to doctors and employees on hidden camera. Collected every single evidence. According to what came out, this is not an accident, but the government system has taken the lives of innocents. The BJP leader’s company, which is responsible for supplying electricians, is getting the cleaning staff and ward boys to do the work of electricians. In order to earn commission, poor quality wiring was done. About 2 months ago also there was sparking here, which was fixed by the ward boy. Questions were also raised in the audit done 6 months ago about the use of poor quality material in the wiring, but it was not rectified. Result… a short circuit occurred and 17 innocents died. 17 newborns died, government system is guilty, read the investigation in sequence… We spoke to electrician Kamlesh Kumar on hidden camera. On the night of the incident, he was on duty in Special New Born Care Unit (SNCU). Kamlesh is a ward boy and an outsourced employee. He said- I don’t have to go to the ward every day. I go only when I get a complaint. A month and a half ago, I got a complaint that the socket was loose and sparking. We fixed it then. Kamlesh said, in 2015, he was recruited as a ward boy through the manpower company ‘Bajpayee Traders’. Gradually, he was put on a generator. He learned electrical work. After this, he was made an electrician in SNCU. When Kamlesh was asked whether he had taken any training or degree for electrician from anywhere? Kamlesh said that he is 8th pass. Kamlesh also showed us an ID card on which Bajpayee Traders was written and his name below it. Electrician was written in front of the post. He does not know under which supervisor he works. Nor does he know who else is there in Bajpayee Traders. He only knows engineer Sanjit Kumar. After talking to Kamlesh, we reached the Super Specialty Center. There we met a lift man. He told us- Two companies are working here for manpower. Any small work is done by their employees. Like someone looks after the light work, someone looks after the generator work. Some boys are also working with us in the lift. Then electrician Brijesh Rathi came. We asked him that many employees are saying that he is on the post of ward boy. In such a situation how will he do the work of electrician. Brijesh says- Bajpayee Traders does keep employees in the name of ward boy, but if someone knows electricity work or has a diploma, then they take work from him to make arrangements. Rajnath, who is working with Brijesh Rathi, is also employed as a sweeper with All Services Global Private Limited, but works as an electrician. Our investigation revealed that the entire control is in the hands of JE Sanjit Kumar. There are 3 permanent electricians under him. Under him, one person looks after the generator and one person looks after the electricity in three shifts in different wards. All of them are outsourced. 5 companies of the BJP leader are working in the medical college campus Bajpayee Traders and All Services Global Private Limited are supplying outsourced manpower to Jhansi Medical College. All Services Global Private Limited is a Mumbai based company. Bajpayee Traders has been working in the medical college for more than 10 years. This company belongs to BJP leader Subhash Bajpayee, who lives in Jhansi. The other partner of this company, Rajesh Upadhyay, is also close to a big BJP leader of Jhansi. Subhash Bajpai and his other partner Rajesh Upadhyay have four more companies in the name of Bajpai Traders apart from Bajpai Traders. Which are working separately in Jhansi Medical College Campus. Suman Medi Stores Private Limited and Maa Pitambara Pharmacy supply medicines and also sell medicines to patients. Om Bhadrakali Diagnostic and Research Center does X-ray, sonography and MRI work of patients. Another company Bajpai Traders Private Limited is also in Jhansi Medical Campus. Both partners have connections with many big leaders from Jhansi to Lucknow. This is the reason that for many years the nexus of this company is spread in Jhansi Medical College. By using the influence of power and collusion with officers, they have been successful in getting all the contracts of Jhansi Medical College for many years. We reached the office of Bhadrakali Diagnostic Center located at Gate No. 2 of the Medical College. Bajpai Traders runs from here. Here we met the manager Vipin Upadhyay. When we asked – what kind of manpower do you people supply to the college. Then he said- We only supply ward boys and nursing staff, not electricians. When we asked to talk to the company owner, he said that he is busy. We will make you talk to him. Now we reached the office of All Services Global built in the last part of the medical college. There was a temple and two rooms here. We asked Imran working here that for what work do you people supply manpower. So he told that they supply cleaning workers. We also spoke to Abhay Singh, supervisor of All Services Global Private Limited on the phone. He told that his company has been working here since the year 2020. The company has the contract for cleaning the medical college. On the other hand, the claim of the Principal of the Medical College, Narendra Singh Sengar, is different from this. When we asked him how many electricians are there in the college, he said that he does not know the exact number, but some people are permanent. The rest of the electricians have been hired through outsourcing. To confirm, we asked which company is supplying the electricians? To this, Narendra Singh Sengar said that this work is of Bajpai Traders. There is a discrepancy in the audit report, but it was not fixed. The SNCU in which the children were burnt was audited by the Electrical Safety Department in June. In many places, aluminum wires were found, which are banned. In some places, the insulation of copper wires was also found weak. Still it was not fixed. We met an employee working in the electricity department of the medical college. He gave shocking information on the condition of anonymity. We have the recording of this employee. According to the employee, JE Sanjit Kumar prepares the estimate and sends it. Then the bill is passed, but the goods do not seem to be complete. Cheap and very poor quality electrical goods are purchased. In this, there is collusion between the JE and a well-known firm of Jhansi. By doing this, JE Sanjit Kumar has made a game of crores. The employee told that if the electrician tells the JE that the wire is old or damaged and a 6MM wire has to be installed there, then the JE asks him to fix it by Jugaad by installing a new or old wire of any capacity. This game has been going on in the medical college for a long time. Principal of Jhansi Medical College Narendra Singh Sengar told Dainik Bhaskar that we had informed the administration about the flaws in the audit report. 12 crore rupees were also sanctioned for the medical college. 4 crore rupees were also given. We have handed over the work to PWD. The tender is in process. After this, when we spoke to JE Sanjit Kumar on the phone who is looking after the electricity system in the medical college, he refused to meet and said – we have been forbidden to tell anything. It is clear from the words of the principal, electrician and employee that there were flaws in the electricity system in the children’s ward. It should have been rectified earlier, but due to delay, 17 newborns died.
