2003, 2013 and 2025… Every time he came out of jail, he used to rape girls, police revealed his entire horoscope

The accused of raping and murdering an 11-year-old mute and deaf girl in Narsinghgarh has been arrested. The facts that have come to light after his arrest have questioned the judicial process itself. The big question is how such habitual sex offenders who commit atrocities on innocent girls are roaming freely in the society?
Rajgarh police has arrested Ramesh Khati, son of Ghasi Ram Khati (40) in this case. He is a resident of Badi Polae village in Avantipur Barodia police station area of Shajapur district, 200 kilometers away from the incident site Narsinghgarh. Ramesh had raped a five-year-old girl in Avantipur Barodia police station area in the year 2003. When he was caught, he was sentenced to 10 years.
He came out of jail in the year 2013. A few months later in 2014, he committed brutality with an eight-year-old girl in Ashta of Sehore. The lower court sentenced him to death in this case. The father sold his farm to fight his case and in 2019 the High Court acquitted him on technical grounds.
On the night of February 1-2, 2025, he made an 11-year-old mute and deaf girl a victim of his brutality in Narsinghgarh, Rajgarh. In the morning, the girl was found in a critical condition in the bushes. To save her life, she was admitted to Hamidia Hospital in Bhopal, where she died on February 8.
In this case, the police had registered a report on February 3 and started searching for the criminal. He could be caught after 16 days of investigation and raids. The police have arrested him near the Hoda Mata temple in Bhojpur police station area of Rajgarh. Superintendent of Police Aditya Mishra says that during interrogation, the accused has told that after raping the girl, he strangled her to kill her. He was sure that the girl died and now no one would be able to identify him.
Flaws in the process saved him from hanging
In 2014, the Sehore court sentenced Ramesh Khati to death. In the appeal, Khati’s lawyer proved in the High Court that the girl’s father was present in the identification parade, who would have told him to identify the girl. It was revealed that the police had not videographed the identification parade. Judicial officials say that if the police had videographed the identification parade, then despite the father’s presence there, it could not have been proved to be manipulation in the court.
Has tried to rape his daughter
According to Rajgarh police, the accused Ramesh Khati has been smoking ganja since the age of 10. He is a habitual sex offender. He has tried to rape his 14-year-old daughter. Because of this, he has a dispute with his wife. He used to leave home and lie down at Ujjain railway station. He used to eat food in stores, smoke ganja and meet his expenses by committing petty thefts. The night he kidnapped the girl, he tried to prey on a mentally ill woman in Narsinghgarh Mandi, he ran away when people raised an alarm.
This is how the search went on
He was searched in 9 districts of three states namely Ujjain, Shajapur, Ratlam, Neemuch, Jaipur, Prayagraj, Bhopal, Vidisha and Sehore.

Such cases in Guna-Vidisha
A girl was raped on November 6 in Guna’s Myana area. It was revealed that the accused Mukesh Jatav (40) had tried to rape a 10-year-old girl four days ago. The police caught him after an encounter. This week, a six-year-old girl was kidnapped from a marriage garden in Vidisha. Some people caught Komal Ahirwar on the basis of suspicion at the railway station. During police interrogation, it was found that in 2015, he had kidnapped and raped a girl from the same marriage garden.
That is why he used to target innocent girls
SP Aditya Mishra said that the accused is a drug addict. He used to choose innocent girls to commit rape incidents because the girls were unable to understand anything and did not protest. Whereas, there was a fear of resistance if he tried to do the same with adult girls and women. This is the reason why he committed rape incidents with innocent girls all three times.
Ramesh has been arrested. Due to disputes between the husband and wife at home, he used to stay in Ujjain most of the time and smoke ganja. He targeted innocent girls all three times because they were unable to protest. There was a coordinated effort by MP, UP and Rajasthan police to catch him. He was caught on the basis of CCTV footage at railway stations and different places. Aditya Mishra, SP Rajgarh
Additional Director General of Police, Bhopal, Manish Shankar Sharma said, “Habitual rapists should get the harshest punishment. Lack of fear of law and excessive drug abuse leads to such crimes. After being acquitted of the death penalty in this case, he lost the fear of law and again committed brutality with a girl. He is a drug addict.”
