Uttarakhand: A budget of more than one lakh crore passed, these 13 bills including the Land Law Amendment Bill were also passed in the session, proceedings of the session adjourned indefinitely

The budget session of the Uttarakhand Legislative Assembly has been adjourned indefinitely on Saturday. In the five-day budget session, this time the proceedings of the House lasted for about 37 hours and 49 minutes. While many bills were introduced in the House in the five-day budget session, a budget of Rs 1 lakh 1 thousand 175 crores was also passed on the last day.

First know how much the House proceedings lasted on which day

The budget session of the Uttarakhand Legislative Assembly started on February 18, which was adjourned indefinitely on February 22 at around 6:48 pm. During this, the proceedings of the first day of the assembly session lasted 15 minutes, the proceedings of the second day lasted 9 hours 23 minutes, the proceedings of the third day lasted 9 hours 40 minutes, the proceedings of the fourth day lasted 11 hours 51 minutes, while today the proceedings of the last day lasted 6 hours 14 minutes. In this way, the proceedings of the House lasted a total of 37 hours 49 minutes in 5 days. During this period, a total of 526 questions were answered, out of which 30 were short notice questions and 496 starred and unstarred questions were asked.

4. Uttarakhand State Kida University Bill 2025.

5. Uttarakhand Repeal Bill, 2025.

6. Uttarakhand Town and Country Planning and Development (Amendment) Bill, 2025.

7. Uttarakhand Public Service (Horizontal Reservation for Skilled Sportspersons) (Amendment) Bill, 2025

8. Uttarakhand (Uttar Pradesh Public Service (Reservation for Physically Handicapped, Dependents of Freedom Fighters and Ex-Servicemen) Act, 1993) (Amendment) Bill, 2025.

9. Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Settlement Act 1950) (Amendment) Bill, 2025

10. Uttarakhand Private University (Amendment) Bill, 2025.

Know what will change in the state with strict land law?

Amendment Bill 2025 was also passed in the bill passed in the House, which is being discussed the most in the state. Because this amendment bill has been introduced by the government as a strict land law. Under this new law, people from outside states cannot buy agricultural and horticultural land in the remaining 11 districts except Udham Singh Nagar and Haridwar.

A budget of more than one lakh crore rupees was passed

The Uttarakhand government has presented the biggest budget in its history so far, which is about 101175.33 lakh crore rupees. The government described this budget as historic and said that this budget is 24 times more than the time of formation of the state. This budget will write a new chapter of development in the silver jubilee year of Uttarakhand.

Some special points of the budget

For the first time, a budget of 101175.33 lakh crore was presented. A provision of ₹14763.13 crore is being made in the capital expenditure under infrastructure construction, which is the highest till date. Trout Promotion Scheme of Fisheries Department for rural employment – ₹146 crore. ₹168.33 crore to UIIDB for consultancy services for Haridwar Rishikesh development. Startup Venture Fund- ₹20 crore. Pravasi Uttarakhand Parishad- ₹1 crore. River Front Development Project (Sharda Corridor)- ₹10 crore. For operation of electric buses under Smart City- ₹6.5 crore. Homeguard Welfare Fund Revolving Fund- ₹1 crore. Revolving Fund to Silk Federation- ₹5 crore. For implementation of Uniform Civil Code- ₹30 crore. For Spring and River Rejuvenation- ₹125 crore. For payment of electricity bills of schemes of Drinking Water and Irrigation Department- ₹490 crore. For encouragement of informers related to drugs in Police Department- ₹10 lakh. For Indian Justice Code- ₹20 crore. For climate change mitigation- ₹60 crore.

Mahasangram on the issue of hills and plains

In this five-day long budget session, the script for hills and plains started being written from the very first day. When the opposition opposed the Governor’s address. During this, Congress MLA Madan Singh Bisht had some altercation with Parliamentary Affairs Minister Premchand Agarwal. During this, there was a heated argument between Parliamentary Affairs Minister Agarwal and Congress MLA Madan Bisht in the House.

Parliamentary Affairs Minister Premchand Agarwal even accused Congress MLA Madan Bisht of coming to the House after drinking alcohol. There was a lot of rhetoric between the two on this matter as well. Congress MLA Madan Bisht had accused Minister Premchand Agarwal of being anti-hill.

Minister Premchand Agarwal got angry in the House

On the fourth day of the budget session, Parliamentary Affairs Minister Premchand Agarwal lost his temper over a comment made by Congress MLA Madan Bisht in the House and there was an uproar in the entire state over his statement about the hills in the House. The effect of which was also seen on the fifth day of the proceedings of the House. People were so angry with the statement of Parliamentary Affairs Minister Premchand Agarwal that Chief Minister Pushkar Singh Dhami himself had to speak about it. At the same time, Minister Premchand Agarwal also had to give clarification in front of the media.

On the fifth day, as soon as the proceedings of the House started at 11 am, the opposition MLAs started cornering the Parliamentary Affairs Minister on his statements. Badrinath MLA Lakhpat Butola also appeared very angry with the statement of Parliamentary Affairs Minister Agarwal. After this, the Speaker of the Assembly also appeared very angry while trying to calm the matter. Ultimately Premchand Agarwal had to apologize on this matter.

The House may have been adjourned indefinitely on Saturday evening, but the anger of the people regarding the statements of Parliamentary Affairs Minister Premchand Agarwal can definitely be seen on the road.
