During the assembly budget session, many organizations including Congress have become vocal on the controversial statement made by Urban Development Minister Premchand Agarwal for the hill society. They are demanding Premchand Agarwal to apologize and resign. Actually, during the assembly budget session, there was a verbal clash between Congress MLA Madan Bisht and Minister Premchand Agarwal inside the house. Now after this whole matter, all the hill organizations are unitedly opposing the minister.
When Madan Bisht raised the issue of regionalism inside the house during the proceedings of the house on the fourth day of the assembly budget session, then Premchand Agarwal could not stop himself. He said that is Uttarakhand made only for the hill people? They have also struggled during the state movement. Assembly Speaker Ritu Khanduri also expressed her displeasure over the debate of both the leaders. At the same time, amid the rhetoric, now all the hill organizations including the opposition party have come out in protest against Cabinet Minister Premchand Agarwal.
Political expert Jai Singh Rawat said that this is not the first time that the Uttarakhand Legislative Assembly has fallen prey to regionalism, but even before this, the issue of regionalism has been raised inside the House many times. The issue of regionalism is not right for a small state like Uttarakhand and especially raising the issue of regionalism inside the House is absolutely wrong. Jai Singh Rawat said that political parties should think and work for the development and future of Uttarakhand. But raising the issue of regionalism shows a narrow mindset. Uttarakhand has hilly districts as well as plain districts, so the focus should be on the equal development of all regions.

Parliamentary Affairs Minister Premchand Agarwal had accused the MLA of coming to the House after drinking alcohol. After which the Congress is vocal about this issue.
Premchand Agarwal was seen fighting on the road
In May 2023, a video of Cabinet Minister Premchand Agarwal went viral on social media. In which Premchand Agarwal and his security personnel were seen beating a person. Premchand Agarwal and his security personnel got down from the car and started beating the person. Premchand Agarwal gave clarification in the matter and said that the youth attacked him. He used abusive language with him. There was a lot of politics in the state in this matter. After which Chief Minister Pushkar Singh Dhami also took cognizance of the matter and summoned Premchand Agarwal.
