Uttarakhand: Session lasted for 37 hours 49 minutes, record of longest session made

On the fifth day of the Uttarakhand assembly session on Saturday, the budget of Rs 1,01,175.33 crore was passed by voice vote. The opposition had proposed budget cuts in nine items which were rejected. The proceedings of the assembly house were adjourned indefinitely late in the evening. Question hour was not held as it was an effective day. On the adjournment motion, the opposition raised issues related to education, forest, road.

The proceedings of the house started from Saturday morning. Various subjects were discussed under Rule-58 till the lunch break. After the lunch break, Parliamentary Affairs Minister Premchand Agarwal first presented budget proposals item-wise. The opposition considered the budget insufficient in nine of these items and put forward proposals for budget cuts in protest. These were also discussed item-wise.

MLAs of the ruling party also gave suggestions in this. All budget cut proposals were rejected. In the evening, the state’s tax-free budget of Rs 1,01,175.33 crore was passed by voice vote. This includes revenue of 59854.65 crores and capital expenditure of 41220.68 crores.

Budget session lasted for 37 hours 49 minutes

The budget session of the state assembly lasted for 37 hours 49 minutes this time. The proceedings of the house lasted for 15 minutes on February 18, 9 hours 23 minutes on February 19, 9 hours 40 minutes on February 20, 11 hours 51 minutes on February 21 and 6 hours 40 minutes on February 22. A total of 526 questions came including 30 short notice and 496 starred-unstarred questions.

Record of longest running of the house was made

During the budget session, a record of the house running for the longest period was made on Friday. After the lunch break on Friday, the proceedings of the house were conducted continuously for 11 hours 51 minutes by the Speaker of the Assembly Ritu Khanduri Bhushan. Earlier, on February 28 last year, he had run the proceedings of the House for 11 hours and 20 minutes. Prior to this, on June 11, 2002, the then Speaker Yashpal Arya had run the House continuously for 11 hours and 11 minutes, on June 15, 2017, the then Speaker Premchand Agarwal had run the House continuously for four hours and 40 minutes and Deputy Speaker Raghunath Singh Chauhan had run the House continuously for six hours and 45 minutes.

10 Bills passed in the House

On the fourth day of the budget session, 10 Bills were passed in the House. Among these, when the Uttarakhand State Legislative Assembly (Members’ Emoluments and Pension) (Amendment) Bill-2025 was placed, MLA Mohd. Shahzad talked about amendment. It was accepted unanimously. Apart from this, Special Provisions for Municipal Bodies and Authorities (Amendment) Bill-2025, Uttarakhand Depositor (Depositor) Interest Protection (in Financial Establishments) (Repeal) Bill-2025, Uttarakhand Town and Country Planning and Development (Amendment) Bill-2025 were passed. Uttarakhand State Sports University Bill, Uttarakhand Uttar Pradesh Public Service (Reservation for Physically Handicapped, Dependents of Freedom Fighters and Ex-Servicemen) Act 1993 (Amendment) Bill-2025, Uttarakhand Public Service (Horizontal Reservation for Skilled Sportspersons) (Amendment) Bill-2025, Uttarakhand Private Universities (Amendment) Bill-2025 and Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Reforms Act 1950) (Amendment) Bill-2025 were passed.
