After the announcement of CM Pushkar Singh Dhami on regularization, now the eyes of contract, Upanal employees serving in various departments are on the scale of service period and cutoff. Earlier, policies were made twice in the state, in which different service periods were kept.
Before the year 2013, there was no provision for regularization of contract, outsourced employees. The Regularization Rules for Daily Wages, Charged, Contract, Fixed Pay, Part-time and Ad-hoc Appointed Personnel came in the year 2013, in which there was a provision to regularize the employees on the basis of 10 years of continuous service. This rule came into controversy and the High Court had put a stay on it.
After this, in the year 2017, the Harish Rawat government started the exercise again. In this, the service period was reduced from 10 years to five years. There were objections to this too and the High Court had put a stay. Since then, the process of regularization could not move forward beyond the demand. Now after the announcement of the Dhami government, the hopes of the employees have been raised again. Their eyes are on the service period and cutoff.
We have been fighting for regularization for a long time. Decisions have come in this regard from the Labor Court, High Court, Supreme Court. Now we express our gratitude to Chief Minister Dhami. All the colleagues are excited. It is expected that the rules will be issued soon and the Upanal workers who have served for 15 to 18 years will be regularized.
