The two-day Chintan Shivir 2025 organized by the Ministry of Social Justice and Empowerment in Dehradun has concluded. On the second day, emphasis was laid on policy coordination, constructive dialogue and ground changes.

Conclusion of Chintan Shivir 2025

The second day of the camp began with an important session on social empowerment, in which the ongoing national efforts under the National Action Plan to reduce the demand for narcotics and the Nasha Mukt Bharat Abhiyan were reviewed. The states shared field level challenges and community-based innovations, emphasizing the important role of awareness campaigns.

Discussed rehabilitation of persons involved in beggary

Also, the rehabilitation of persons involved in beggary was discussed in the camp. In the session, the states presented the strategies being adopted to include them in the mainstream of society and the obstacles faced at the ground level. A special session was also organized on Deendayal Divyangjan Rehabilitation Scheme, where the participating states shared their best practices and explored the possibilities of expanding the scheme to rural and remote areas. In the discussion, the need for center-state cooperation was reiterated to give concrete shape to the resolution of leaving no one behind.

Challenges related to implementation of government schemes were shared

In the technical sessions, single nodal agency model, social audit and capacity building initiatives run by the National Institute of Social Defense were also discussed. These sessions brought forth a shared vision regarding transparency, monitoring and better implementation of schemes. Let us tell you that 11 presentations were given by the states on the first day and 10 on the second day, in which many state ministers themselves participated. In these presentations, challenges related to the implementation of schemes, innovations and suggestions for improvement were shared.

In the closing session of the camp, Union Minister of Social Justice and Empowerment Dr. Virendra Kumar said that this Chintan Shivir is not only a constructive platform for policy-making, but it also opens the way for ‘evidence-based policy-amendment’. He said that only the joint effort of the central and state governments is capable of bringing the light of development to the last person of the society. Let us tell you that 19 ministers from across the country including representatives from 34 states and union territories participated in the camp.
