Uttarakhand: Biometric attendance will be mandatory in all departments from May 1, this will become the basis at the time of promotion

Chief Secretary Anand Bardhan directed all departments to make attendance of officers and employees compulsory through biometric system from May 1. He was chairing the meeting of the Secretary Committee on Tuesday. After the instructions of the Chief Secretary, Secretary (General Administration) Vinod Kumar Suman has issued an order in this regard.
The Chief Secretary said that all officers and employees will have to compulsorily give details of immovable property and it will be looked into during promotion. The Chief Secretary said that if biometric machines are not installed in the departments or are not in sufficient numbers. For this, necessary preparations should be completed in time.
Instructions to prepare annual work plan
If there is any deficiency in the previously installed biometric machines, then it should be rectified. He instructed all departmental secretaries to conduct a detailed inspection of the sections at least once a year. He also asked the Additional Secretaries, Joint Secretaries, Deputy Secretaries and Under Secretaries to conduct inspection by preparing a roster.
He directed all the officers to prepare an annual work plan for various types of work related to their departments, so that all types of departmental work can be completed on time and delays can be avoided. He also directed all the departments to prepare a list of their assets and upload it on the portal created earlier for this.
Instructions given to prepare details of important proposals
He directed all the departments to prepare a list of necessary, important and priority schemes in public interest and state interest. He said that this would help in arranging funds for these schemes and taking appropriate action for their approval. Instructions were given to provide the list of these schemes to the Planning Department and its copy to the Chief Secretary’s Office.
Review of projects worth more than one crore rupees on PM Gatishakti Portal
The Chief Secretary directed to review projects worth more than one crore through the PM Gatishakti Portal. In future, the EFC to be held under the chairmanship of the Chief Secretary will be done through the PM Gatishakti Portal. He directed to prepare the Detailed Project Report (DPR) prepared by all the departments in the form of e-DPR. He said that proper arrangements should be made to prepare e-DPR for the projects in future by studying it through NIC.
Employees will have to give details of immovable property
It is mandatory for the All India Service officers to give details of immovable property while giving details about the annual confidential entry. It was brought to the notice in the meeting that many departmental officers are not providing the details of their annual immovable property to their departments on time. He directed to make arrangements to make it mandatory to declare the details of immovable property while giving details about the annual confidential report. He said that at the time of promotion it will be seen whether the employee has submitted the details of immovable property or not.
State Museum to be built in Dehradun
The need for a state museum in Dehradun was stated in the meeting. He directed to submit a proposal for this. It was decided in the meeting to make an action plan for maximum use of the Himalayan Cultural Center located in Kolagarh. Instructions were given to organize competition among various cultural groups registered with the Culture Department and place them in categories A, B, C in a transparent and fair manner so that they can be used as per the need.
