These officers can become IAS in Uttarakhand, will get the benefit of promotion quota, eyes on SC for seniority list

DPC is expected soon for the vacant IAS cadre posts of promotion quota in Uttarakhand, in which some PCS officers will be able to reach the IAS cadre. According to the information received from the Uttarakhand government, the first name in this is of Nidhi Yadav, who was getting promoted to IAS cadre much earlier than the vacancy, but, she could not get promotion due to the vigilance investigation. However, after the clean chit from the vigilance and the green signal from the Center to the state personnel, now she will be able to go to the IAS cadre. Along with this, Bansi Lal Rana and Narendra Singh Kudiyal will also be promoted as IAS on the vacant posts of three promotion quota.
Four posts vacant in the year 2024
At present, in Uttarakhand, along with three vacant posts of promotion in the IAS cadre, four posts have also become vacant in the year 2024. The names of Arvind Singh Hyanki, Vinod Raturi, Vijay Kumar Yadav and Uday Raj Singh were included in the IAS officers retiring in the year 2024 in the state. In this way, four other PCS officers also have a chance to go to IAS cadre on the basis of seniority.
PCS seniority list case pending in SC
Due to the seniority list case of PCS officers in the state being stuck in the Supreme Court, now after the 3 vacancies of 2023, the rest of the officers will have to wait for the final list of seniority. It is clear in the All India Service Rules that 4 years of service is mandatory to be promoted from PCS to IAS post. That is, the retirement of the officer should be after more than 4 years.
There are 4 vacancies for promotion in the year 2024. In this way, the government can give promotion to four officers, provided there is no dispute in the seniority list. On the other hand, these vacancies will increase even more due to retirement in the coming years. At present, by 2027, 10 posts of IAS will be vacant in the promotion quota. That is, if any decision is taken on the final seniority list, then 10 senior PCS officers will be able to go to the IAS cadre.
These IAS will retire by 2027
Many IAS are going to retire in 2025, 2026 and 2027, due to which the number of vacant posts is also going to increase. The first name in this is of Harishchandra Semwal, who is going to retire at the end of May this month. The next name is of Deependra Chaudhary, who will retire at the end of February in the year 2026. Apart from this, Dev Krishna Tiwari will also retire in the month of April in the year 2026.
IAS officer Vinay Shankar Pandey will retire in the month of June in the year 2027. Surendra Narayan Pandey will also retire in the month of July in the year 2027. Apart from this, Umesh Narayan Pandey will also retire in the month of March in the year 2027. In this way, a total of 6 IAS officers will retire in these three years.
If the 4 previously vacant seats are added, then 10 seats will become vacant by the end of the year 2027. PCS officers can be promoted on these seats. However, these officers who fulfill the service conditions for promotion on the basis of seniority will keep an eye on the Supreme Court. Where the decision on the final seniority list of PCS officers is pending.
These PCS officers can get benefit
If we look at the list of PCS officers on the basis of seniority, then Jeevan Singh Nagnyal, Sadia Alam, Lalit Narayan Mishra, Ashok Kumar Pandey, Vipra Trivedi, Abhishek Tripathi, Shivkumar Baranwal, Ilagiri, Rahul Goyal and Jai Bharat Singh can get the benefit.
Among the PCS officers, Ramji Sharan Sharma’s envelope regarding his promotion can be opened after his investigation is over. Currently, Ramji Sharan Sharma is on 7600 grade pay. Now he will get the benefit of 8700 grade pay. Apart from this, Bhawan Chalal and Tirath Pal have also not been promoted. Currently, their envelope is closed due to the investigation case.
