The much-awaited Green Building being built under the Smart City Project in Dehradun is surrounded by controversies these days. The construction of this building being built at a cost of 180 crores has been going on for the last two and a half years, but till now only 25 percent of the work has been completed. Not only the officials are angry with the slow pace of work, but the District Magistrate has also expressed his displeasure and issued a notice to the contracting company.

The Green Building will be the first such building in the capital, where the offices of 75 government departments will be under one roof and there will be parking for 900 cars. Its construction is going on under the implementing agency Central Public Works Department. Let us tell you that this building was to be completed by October 2025, but now it does not seem possible. Not only delay in the construction of the building, but violation of rules has also come to the fore during the construction.
Double basement was excavated arbitrarily
Only single basement was allowed in the building, but the contracting company arbitrarily excavated the double basement. The mining department took action on this and imposed a fine on the company. Now a new controversy has come up regarding this project. A controversy has arisen regarding the installation of RMC plant on the construction site.
The contracting company had clear instructions that neither hot mixer plant nor RMC plant would be installed on the site. But first the company installed the plant and the administration also shut it down. The surprising thing is that now permission is being sought to install the same plant again.
District Mining Officer Naveen Singh says that a fine has been imposed in the double basement case. The report regarding the permission of the RMC plant has been sent, now further action has to be taken by the Pollution Control Board.
Construction work is going on without approved map
It is being told that the project is based on the EPC model, in which it is the responsibility of the contractor to take all kinds of permissions. But the approval of the map has not been taken from MDDA till now. Last year, MDDA had also issued a demand note of Rs 3.5 crore to the company, which has not been deposited till date. This means that the construction work is going on without an approved map.
Anurag Yadav, Associate Director of Kashyap Infra Tech Private Limited, while talking to Khabar Uttarakhand, said that we have sent the relevant file to the government for approval of the map, which is currently pending. This is not a commercial building, but a government building, so some procedures are different in it. We will soon deposit the prescribed fee and we are hopeful that approval will be received soon.
Local people protested
Local people and councilors are also angry about the construction work. People of Ganga Vihar Colony are openly protesting against the RMC plant. Councilor Rohan Chandel says that the foundation of the surrounding houses can weaken due to the digging of the basement. At the same time, local people say that recently there has also been an incident of wall collapse. Thankfully, there was no loss of life or property. Let us tell you that on May 30, the local people had also protested outside the Pollution Control Board office against the RMC plant. The protesters say that permission for the RMC plant cannot be obtained in the municipal corporation area, but still the contract company is running this plant.
