Uttarakhand three-tier panchayat elections announced, voting to be held in two phases, counting of votes on July 19

In Uttarakhand, a notification has been issued regarding the conduct of three-tier panchayat elections in 12 other districts of the state except Haridwar district. After the notification of the election program was issued by the Uttarakhand government, the State Election Commission addressed a press conference on Saturday.
State Election Commissioner Sushil Kumar said that the process of reservation was completed by the state government. It was also sent to the State Election Commission. In such a situation, after the election notification was issued by the Panchayati Raj Secretary on June 21, now the District Election Officer will issue the election information on June 23. According to the notification issued, panchayat elections will be held in two phases in the state. Also, counting of votes will be done simultaneously on July 19.
After the notification was issued by the State Election, the Model Code of Conduct has come into force in the panchayats of the state till the completion of counting of votes. Panchayat elections are to be held in 12 districts of Uttarakhand. Under which elections will be held in 89 development blocks and 7499 gram panchayats. Elections are to be held for 66 thousand 418 posts in 12 districts of the state. Out of which elections are to be held for 55 thousand 587 posts of member Gram Panchayat, 7499 posts of Pradhan Gram Panchayat, 2974 posts of member Kshetra Panchayat and 358 posts of member Zila Panchayat. Elections are to be held for a total of 66 thousand 418 posts in the state except Haridwar district. For which a total of 8276 polling centers and 10 thousand 529 polling stations have been set up across the state.
Election program released by the State Election Commission:
- Notification of Panchayat elections was issued on 21st June.
- The nomination process will run from 25 June to 28 June 2025 from 8 am to 4 pm.
- Nomination papers will be scrutinized from 29 June to 1 July from 8 am to the end of work.
- The date for withdrawal of nomination has been kept on 2 July from 8 am to 3 pm.
Elections for three-tier panchayats will be held in two phases
- The allocation of election symbol for the first phase will be done on July 3 from 8 am to the end of work.
- The first phase of voting will be held on July 10 from 8 am to 5 pm.
- The allocation of election symbol for the second phase will be done on July 8 from 8 am to the end of work.
- The second phase of voting will be held on July 15 from 8 am to 5 pm.
- The counting of votes for both the phases of elections will be done simultaneously on July 19 from 8 am to the end of work.
4.93 lakh new voters: According to the State Election Commission, the number of voters in 12 districts of the state is 47 lakh 77 thousand 72. Which includes 24 thousand 65 thousand 702 male voters and 23 lakh 10 thousand 996 female voters along with 374 other voters. As compared to the year 2019, the number of voters has increased by about 10.57 percent in the year 2025. That is, a total of 4 lakh 56 thousand 793 voters have increased.
Color of ballot papers decided: In view of the three-tier Panchayat elections, the color of ballot papers has also been decided according to the posts. Under which there will be a white ballot paper for Gram Panchayat member, a green ballot paper for Pradhan. There will be a blue ballot paper for Kshetra Panchayat member. There will be a pink ballot paper for Zila Panchayat member.
66 observers will be deployed: According to the information received from the State Election Commission, a total of 95 thousand 909 officers / employees will be deployed for voting and counting. Under which 11 thousand 849 employees will be deployed as presiding officers at the polling station, 47 thousand 910 employees as polling officers at the polling station, 450 officers as Sector Magistrate / Zonal Magistrate / Nodal Officer / In-charge Officers and 35 thousand 700 security personnel will be deployed at the polling stations. A total of 5620 vehicles will be deployed for the Panchayat elections. Which includes 3342 light vehicles and 2278 heavy vehicles. 55 general observers and 12 reserved observers will be deployed in the Panchayat elections. That is, a total of 67 observers will be deployed.
State Election Commission’s toll-free number released, voter list available on the Commission’s website: The State Election Commissioner released the toll-free number 18001804280 of the State Election Commission and said that a copy of the Model Code of Conduct and Panchayat voter list has also been made available on the Commission’s website www.sec.uk.gov.in.
Maximum expenditure limit fixed for candidates: The State Election Commission has fixed the maximum expenditure limit for candidates for the three-tier Panchayat general elections. According to which the maximum expenditure limit has been kept at Rs 10 thousand for member Gram Panchayat, Rs 75 thousand for Pradhan Gram Panchayat, Rs 75 thousand for member Kshetra Panchayat and Rs 2 lakh for member District Panchayat.
Deployment of polling and counting personnel will be done through randomization system: To ensure that the process of polling and counting is done in a transparent and fair manner, deployment of polling and counting personnel will be done through randomization system through software. To curb illegal liquor, drugs, cash and other things during the three-tier Panchayat elections, 3 teams will be formed for seizure/collection at the district level.
The first team will be of the district administration, the second team will be of the police department and the third team will be of the excise department. There will be an officer in charge (expenditure) in every district, who will send a report of the seizures made in the district to the commission through the District Election Officer.
