Actually, the government has issued new Motor Vehicle Aggregator Guidelines 2025. In which the cab has been allowed to charge up to 2 times the base fare during peak hours. Also, you may have to pay a cancellation charge even if you cancel the ride. Let’s know in detail what the whole matter is?
Now booking with OLA-UBER has become even more expensive
Actually, the government has issued new Motor Vehicle Aggregator Guidelines 2025. In which Ola, Uber, InDrive or Rapido etc. cab rides will charge you double the fare during peak hours. Whereas earlier this charge used to be 1.5 times. Along with this, it has been made mandatory to charge at least 50% of the base fare during non-peak time. The central government said that all states should implement these in the next three months. Due to this, passengers may have to loosen their pockets more during peak hours.
Charges will also have to be paid for cancelling the ride
Now a fine will also be imposed for cancelling the ride without reason. If either the driver or the passenger cancels the ride after booking it without any valid reason, then a fine of up to 10% of the total fare will be imposed on them. The maximum fine can be Rs 100.
Insurance has become necessary for drivers
Along with this, the government has also given instructions to the aggregators for the safety of the driver. They should get health insurance of at least ₹ 5 lakh and term insurance of ₹ 10 lakh for the drivers. So that if something happens during the ride, they can get financial security.
Now the state government will decide the base fare
Along with this, the minimum fare for services like auto and bike taxi will now be decided by the state government. In simple terms, the base fare of a taxi in Delhi and Mumbai is ₹20 to ₹21 per kilometer. In Pune, it is ₹18 per kilometer. Also, if the booked ride runs empty to reach the customer (dead mileage) and this distance is less than three kilometers, then no higher fare will be charged. The fare will be charged only for the distance from the passenger’s pickup to the destination.
Tracking devices will also have to be installed
Along with this, for the safety of both the customer and the rider, it has now become necessary to install Vehicle Location and Tracking Device (VLTD) in both taxis and bikes. Its data will be connected to the cab aggregator’s server as well as the state government’s control center. Its purpose is real-time monitoring. Which will improve safety.
Training has become necessary for drivers
For the quality of drivers, refresher training has now been made mandatory for every driver at least once every year. Also, drivers who have the lowest rating will be required to take training every quarter. If this does not happen then their services can be stopped. The next three months have been given to follow all these guidelines.

Under the Motor Vehicle Aggregator Guidelines 2025 of the Ministry of Road Transport and Highways, now the state governments have the right to give permission to include private i.e. non-commercial motorcycles on aggregator platforms for rides. After this, now people will be able to take rides through private bikes from platforms like Ola, Uber, Rapido etc.
