Changes will be made in Uttarakhand cooperative rules, 350 secretaries will be appointed

The Uttarakhand government is emphasizing on transparency, technology, and local participation in the cooperative department. Under which it has been decided that not only will the rules of cooperation be changed but 5 new cooperative institutions will also be established. During the conclusion of the two-day workshop (Sahar Manthan- 2025) organized by the Uttarakhand Cooperative Department, departmental minister Dhan Singh Rawat said that for comprehensive reform in the cooperative sector, changes will be made in the cooperative act, rules so that the cooperative system can be made future oriented and transparent.

The Cooperative Minister said that cooperation in Uttarakhand is no longer limited to banking but is becoming a socio-economic movement. For which transparency, technology and local participation are necessary. There are 670 PACS committees in the state. In which 11 lakh members are registered. There are about 19 lakh account holders in 10 district cooperative banks and 1 state cooperative bank. That is, 30 lakh people are associated with the cooperative system. This is about 30 percent of the total population of the state.

In such a situation, one lakh new members will be made under the “Cooperative Drive” by 31 December 2025. Along with this, one lakh new bank accounts will be opened. Promotion-transfer in the department will now be done on the basis of performance of officers / employees. Transfer policy is applicable in cooperative banks. Instructions have been issued to change the working style. Out of 6500 cooperative societies in the state, about 1500 cooperative societies are inactive. Action to end such societies will be started soon. Along with this, they will be reorganized.

After the end of the model code of conduct implemented in view of the Panchayat elections, the campaign will be conducted at the level of Assistant Registrar, Deputy Registrar, Joint Registrar in other districts. In the first phase, a reform and inspection campaign will be run in Haridwar on July 24 and in all other districts after the code of conduct. For the first time, 350 secretaries will be appointed through written examination. Instructions have been given to prepare the draft of this process in a week. Five new modern models of cooperation will be started in Uttarakhand. Which includes Medical Co-operative, Youth Co-operative, Forest Co-operative, Tourism Co-operative and Multinational Fisheries Co-operative.
