Chief Secretary Anand Bardhan hoisted the flag at a program organized at the Secretariat on the auspicious occasion of India’s 79th Independence Day on Friday. The Principal Secretary, Secretary, Additional Secretary, officers and employees of the Secretariat Administration and children present at the program wished him on the national festival. The Chief Secretary saluted the known and unknown freedom fighters who dedicated their lives for the independence of the country and said that this country is indebted to them. He said that this day gives us an opportunity to remember the sacrifice, courage and dedication of those countless freedom fighters who gave us the precious gift of independence.
The Chief Secretary said that Uttarakhand is committed to achieving the goal of Developed India 2047, these are not just concepts, but Uttarakhand is working hard to achieve this goal. He said that with the cooperation of all of you, the concept of a prosperous and strong Uttarakhand is rapidly becoming a reality. Uttarakhand has achieved many important achievements in various fields in the past years, as a result of which we are achieving the goals of a strong Uttarakhand. He said that with the important participation of the state’s women power and youth power, our state is moving towards the category of best states.
The Chief Secretary said that as per the expectations of the Prime Minister, we need to work hard to realize the vision of making Uttarakhand a manufacturing hub, skill hub, Ayush state and global tourism destination to make the country developed by the year 2047. Uttarakhand’s livelihood can also be strengthened through hill crops, coarse grains and local products. He said that for the progress of the state, it is also necessary to strengthen the small and medium farmers here. Emphasizing on governance reforms and administrative reforms for the development of the state, he emphasized on starting it from the State Secretariat and districts. Along with this, he also stressed on the need to run a campaign for capacity building in the administration amid increasing natural disasters.
The Chief Secretary said that for online monitoring and evaluation, the review and evaluation work of projects such as Capital Assistance Scheme, Missing Link Scheme, Dashboard, CM Conclave PMG, Pragati, e-Review, e-Assessment, Chief Minister’s Announcement etc. is being done in the state. The online application system app of the Housing Department has been nominated in the category of Best Practice for State Based Service Delivery Platform by the Department of Administrative Reforms and Public Grievances, Government of India. He said that under the Vibrant Village Program, a total of 51 villages of Uttarkashi, Chamoli and Pithoragarh districts of the state have been selected by the Central Government for the multifaceted development of border villages.
The Chief Secretary said that the Apunni Sarkar Portal of the ‘Apunni Sarkar’ project in the state has been recognized as the best practice across the country by the Chamek Framework of the Department of Administrative and Public Grievances of the Government of India. He said that Spring and River Rejuvenation Authority has been constituted for water conservation in the state, the objective of which is to ensure sustainable use of the state’s natural water sources and rivers through identification, increase in water emission, measurement and monitoring etc. He said that the target is to develop a brand like House of Himalaya in the state of Uttarakhand. Today I am happy that with efforts like House of Himalaya and Vocal for Local, the state is seen to be successful in achieving rural development and economic development.
The Chief Secretary said that as you all know, the Secretariat is the center of our administrative system, which not only shapes the policies but also determines the direction of development of the country and the state. It is our responsibility to discharge our duties with full loyalty, transparency, and dedication, so that our state and society move forward on the path of progress. Our work is not limited to papers and files only. Our policies and decisions affect the lives of the people of this state. Therefore, we have to ensure that the welfare of the public is paramount in every action of ours. He said that we have to work together to make the ambitious schemes of the Central and State Government in public interest and state interest successful. Today we stand in an India which is not only progressing rapidly in the economic and technological field, but is also setting new records in areas like social inclusion, education, and environmental protection.
The Chief Secretary called upon everyone and said that we have to fulfill our duties with more responsibility. Let us work with honesty, efficiency and a spirit of innovation, so that we can realize the dreams of our great nation. Let us work together to ensure that every decision of ours contributes to the progress of the country and the welfare of the people.
