Uttarakhand: The Commission of Inquiry held a public interaction in the capital, Dehradun, regarding the UKSSSC paper leak case. Candidates demanded cancellation of the paper.

The UKSSSC paper leak case in Uttarakhand is being investigated under the chairmanship of retired Justice UC Dhyani. Public hearings and public interaction programs are also being held. As part of this, a public interaction program was held in Dehradun, where many candidates and coaching center operators participated. They shared their concerns and views. Most of the candidates have demanded the cancellation of the September 21 exam.

The UKSSSC Graduate Level Recruitment Exam paper leak case is being heard before a single-member inquiry commission headed by retired Justice UC Dhyani of the Nainital High Court. After Haldwani and Rudrapur, the inquiry commission team arrived in Dehradun, where they interacted with candidates and coaching center operators and heard their suggestions and complaints. The commission stated that it is striving to prepare its report and submit it to the government as soon as possible. Public hearings will soon be held in other districts to address this issue.

In fact, on September 21, 2025, a paper leak was reported during the Uttarakhand Subordinate Services Selection Commission (UKSSSC) graduate-level examination. Considering the sensitivity of the matter, the state government constituted a single-member commission on September 27, headed by retired High Court Justice UC Dhyani. This commission’s jurisdiction covers the entire state of Uttarakhand. Consequently, public dialogues are being conducted in all districts immediately after the commission’s formation.

Candidates asked, “Why did the paper leak?” During the public dialogue, many candidates and parents questioned why the paper was leaked. Several candidates have provided evidence regarding this matter, which is a subject of investigation. In this public dialogue, opinions are being sought from coaching centers, candidates, and parents. If anyone has evidence, they can submit it. The commission has also created an email address, to which candidates from Haldwani and Rudrapur have sent some documents.

SIT investigation into the paper leak case: Furthermore, a Special Investigation Team (SIT) investigation into the paper leak case is underway under the leadership of Dehradun SP (Rural) Jaya Baluni. Chief Minister Pushkar Singh Dhami has already recommended the CBI (Central Bureau of Investigation). The youth protest was suspended only after the assurance of a CBI recommendation. Currently, the paper leak case is being investigated from all sides.

Many candidates have also sent letters and evidence related to the paper leak. This public dialogue took place in Dehradun today, after Nainital and Rudrapur. During the public dialogue, most students called for the exam to be cancelled and demanded a re-examination within a month. The Commission of Inquiry has taken note of this. Furthermore, candidates have demanded that officers and employees who have been in the Commission for the past four to five years be dismissed. The out-of-syllabus questions appearing in the exam should be addressed.

Candidates demanded the cancellation of the exam held on September 21st: After the formation of the single-member Commission of Inquiry, most candidates called for the cancellation of the exam during public interaction. However, now the Commission will submit its report to the state government only after conducting public interaction in all districts. Only then will the state government decide whether the exam will be cancelled or not.

What was the matter? It should be noted that on Sunday, September 21, 2025, the Uttarakhand Subordinate Services Selection Commission conducted a written examination for graduate-level positions. However, within 35 minutes of the exam commencing, photographs of the question paper surfaced. This leak, which occurred mid-exam, caused a stir within the commission.

Khalid Malik and Sabia Malik arrested: A preliminary investigation revealed that the question paper originated from the Adarsh ​​Bal Sadan Inter College Bahadurpur Jat center in Laksar. Khalid Malik and his sister Sabia, who appeared at the center, were arrested. Suman, an assistant professor at the Government College, Agaroda (Tehri), who had sent the solved question paper, was suspended.

Sanctions against: Sector Magistrate KN Tiwari, posted at the Bahadurpur Jat examination center, was also suspended for negligence. Sub-Inspector Rohit Kumar and Constable Brahmadutt Joshi, also posted at the same center, were also suspended.

CM Dhami reached out to the youth and gave this assurance: Meanwhile, as the paper leak issue escalated, on September 29th, CM Pushkar Dhami reached out to the protesting youth at the Dehradun Parade Ground. He not only interacted with them, but also announced a CBI investigation into the matter and the withdrawal of the cases filed against the students. Only after this did the youth suspend their protest.
