On the instructions of Chief Minister Pushkar Singh Dhami, the “Government for the People, at the Doorstep of the People” campaign will be conducted in the state for 45 days starting December 17, 2025. During this campaign, camps will be set up in various Nyaya Panchayats and Gram Panchayats to ensure that the benefits of schemes for the common man are made available to the general public. 23 departments, including Revenue, Rural Development, Panchayati Raj, Agriculture, and Social Welfare, will participate in this campaign. Clear guidelines have also been issued to all concerned departments in this regard.
In compliance with the instructions of Chief Minister Pushkar Singh Dhami, Secretary of General Administration Vinod Kumar Suman, in a letter sent to all District Magistrates of the state, has directed that the schemes of the Central and State Governments be widely publicized and that the benefits of various schemes be provided to needy people. He stated that from December 17, 2025, for the next 45 days, under the “Government for the People, at the Doorstep of the People” campaign, camps will be set up in various Nyaya Panchayats, and officials will visit rural areas to provide benefits of various schemes to the general public, receiving and processing applications.
Suman further stated that this program will be conducted at the Nyaya Panchayat level, and a multi-purpose camp will be organized there. If a Nyaya Panchayat is very large, the program will be organized in two parts, dividing the villages within that Nyaya Panchayat.
He explained that during this campaign, people attending the multi-purpose camps will be informed about the various schemes run by the Central and State Governments, and eligible individuals present at the camp will be provided with the benefits of these schemes. He added that after the camp, all the officers will visit a nearby village, and application forms will be filled out for all eligible individuals in that village to ensure they receive the benefits of Central and State Government schemes. Special attention will be paid to ensuring that all residents of that Gram Panchayat fully benefit from all types of Central and State Government schemes and that no eligible person is deprived of the benefits. In this regard, he has instructed the District Magistrates to ensure that the camps are widely publicized through the media before they are held, and that these camps are organized in the Nyaya Panchayats (village-level judicial bodies) of each tehsil for at least two to three working days every week, taking into account the availability of officers in the district. Efforts should be made to ensure that this program is conducted in at least one Nyaya Panchayat of each tehsil every week. This program must be conducted in all Nyaya Panchayats for a minimum of 45 days. If all Nyaya Panchayats are not covered during this campaign, the program can be extended further by the district as needed.
He has instructed that a survey be conducted beforehand through various departments to identify the people in the respective areas/Gram Panchayats who are deprived of the benefits of schemes run by the Central/State Government. During the visits, action should be taken to address these shortcomings, and application forms should be filled out by all concerned individuals.
Through the letter, he has stated that the District Magistrate must be present at one of the camps held each week. At other camps, the Chief Development Officer, Additional District Magistrate, or Sub-Divisional Magistrate must be present. Officers from the designated departments must be present at the camps, and efforts should be made to resolve the problems of the general public on the spot during the camps.
He stated that all types of application forms should be made available at the village level two to three days before the camps are held, so that no one faces any difficulty in filling out the application forms. He has instructed that the outline/action plan for the camps to be held in the Nyaya Panchayats at the district level be prepared within a week and submitted to the government so that officers at the government level can conduct surprise inspections of the camps.
He said that after each program, details of its success/work done should be shared with the media, and a progress report of the programs held each week must be submitted to the Chief Minister’s Office, the Chief Secretary’s Office, and the General Administration Department.
