Uttarakhand: The Chief Secretary held a meeting regarding the digitization of land records

Chief Secretary Anand Bardhan held a meeting with senior officials of NIC, ITDA, and the Revenue Department at the Secretariat on Thursday regarding the digitization of land records. During the meeting, the Chief Secretary reviewed the progress of various software applications related to land records. He directed that all portals related to land records be launched as soon as possible.

The Chief Secretary instructed that the Bhulekh portal be launched by January 1st. He said that this would provide significant relief to the general public. He stated that as soon as the mutation status is updated, the concerned parties should receive immediate notification via WhatsApp and SMS, and that any changes in the Record of Rights (ROR) should automatically reflect in the land survey records. He also directed that provisions be made to allow easy access to copies of land records.

The Chief Secretary also instructed that the RCMS portal be launched by January 26, 2026. He directed that the revenue courts be fully established as e-courts to expedite the resolution of cases. He further instructed that time limits be set at the Patwari and Kanungo levels for the verification of land records in revenue court cases and that these limits be incorporated into the software to ensure the speedy disposal of cases.

The Chief Secretary also directed ITDA to strengthen its system. He emphasized that the necessary infrastructure and technical arrangements for the operation of this system must be ensured. He also stressed the importance of providing necessary training to all stakeholders and users.

Present at the meeting were Secretary Dr. S.N. Pandey, Revenue Commissioner Ranjana Rajguru, District Magistrate Dehradun Savin Bansal, along with senior officials from NIC and ITDA, and District Magistrates from various districts.
