All government primary and secondary schools should be saturated with girls’ toilets by March 8, 2026. An action plan should be presented soon for the cleanliness and maintenance of school toilets. All Anganwadi centers across the state should be developed on the lines of model Anganwadi centers. 100% e-office system should be implemented in departments and their district-level offices. Chief Secretary Anand Bardhan issued these instructions to the concerned officials during a secretaries’ committee meeting at the Secretariat. District magistrates also participated via video conferencing.

The Chief Secretary stated that all government schools across the state should be saturated with girls’ toilets soon. He stated that most schools have toilets, but due to lack of proper sanitation and other arrangements, these toilets are not being used. He directed the Education Department to prepare a work plan to ensure toilets and their cleanliness in government schools across the state.

The Chief Secretary also emphasized the need to organize 2- to 3-day excursion programs for students to tourist destinations in the state. He said that this will give children an opportunity to learn about their state and its unique features.

The Chief Secretary directed that all Anganwadi centers in the state be equipped with all necessary facilities. He called for the full utilization of CSR funds for the financial year 2026-27 for Anganwadi centers. He emphasized the need for universities and colleges to adopt Anganwadi centers in their surrounding areas. He also called for new Anganwadi centers to be established near schools. He said this would bridge the gap between Anganwadis and schools and fulfill the core objectives of Anganwadi centers.

The Chief Secretary directed the Sports Department to quickly develop an action plan to maximize the use of its existing infrastructure, ensuring its year-round use. He also spoke about the imminent launch of a Sports University. He said that we must set a high goal and prepare well in advance. To ensure that Uttarakhand’s athletes participate in the 2036 Olympic Games, we must identify future athletes now. He stated that we must plan for which sport in 2036, and which age group of children will need to be trained for the next 10 years. To this end, he directed that 1,000-1,500 children be identified and prepared through competitions. The Chief Secretary directed district magistrates to identify the most widely played sport in their districts and designate “One District, One Sport.”

The Chief Secretary directed all secretaries to implement 100% e-office in their subordinate departments and their district-level offices. He stated that many departments, including the Home Department and some others, have fully implemented e-office. He urged the ITDA to continue working towards implementing e-office in all departments. He also directed the implementation of Aadhaar-based biometric attendance across the state, linking it with salary (IFMS system). He directed the ITDA to quickly develop a mechanism for this.

The Chief Secretary also directed the Tourism Secretary to identify five to seven destinations in the state for the One State One Global Destination initiative. He urged all districts to share their best tourist destination lists with the Tourism Secretary immediately. He also urged districts to identify One District One Festival to promote their special festivals.
