Sahar police and the Immigration Department have busted an egg donation and surrogacy racket at Mumbai International Airport. Unmarried women were being sent from Mumbai to foreign countries to donate eggs using forged marriage documents. Since Indian law only permits married women to donate eggs, and that too for altruistic purposes, the police detained an unmarried woman from Thane who had donated eggs multiple times in several countries (including at an IVF clinic in Andheri) for money. The agent from Kalyan who organized these trips and transactions has also been arrested.

Sunoti Belell (44), who arrived in Mumbai from Bangkok on Friday, was stopped on suspicion. Her answers during questioning were found to be unsatisfactory. Interrogation of Seema Vinzarat (29), who arrived on the same flight, revealed that she had gone to Bangkok for medical tests related to surrogacy and egg donation, for which she was paid a sum of money.

According to the police, the accused women were presenting unmarried women as egg donors and surrogate mothers using forged marriage documents. Commercial surrogacy is prohibited under the Surrogacy Regulation Act 2021. During questioning, it was revealed that they were connected to an in-vitro fertilization (IVF) center registered in Thane. Police are searching for a third woman, who is allegedly the agent.

They had gone to Bangkok for tests
Immigration officials first stopped Sunoti Belell (44) around 1:30 pm on Friday. Thirty minutes later, Seema Vinzarat (29) from Thane arrived at the same counter from Bangkok. Officials questioned both of them and found that Vinzarat had gone to Bangkok with Belell for initial diagnostic tests for egg donation. They were paid a substantial amount for this. Elite Care Agency established in Thane
A Sahar police officer said that Belell works with her partner Sangeeta Bagul. They established an IVF center in Thane in 2024 and created fake marriage documents to circumvent legal hurdles when egg donors arrived. Belell, along with Bagul, established an agency called ‘Elite Care’ in Thane. According to the police, through this agency, they provide ‘egg donors’ and ‘surrogate mothers’ to fertility centers in India and abroad.

What are the rules for surrogacy and egg donation?
Under the Surrogacy (Regulation) Act, 2021, it is mandatory for an egg donor woman in India to be married and have at least one child. This act also prohibits commercial surrogacy and only allows altruistic surrogacy, in which the surrogate receives no payment other than medical expenses and insurance.

Eggs sold multiple times
During questioning, it was revealed that Belell had taken Winzarat to Bangkok for testing before egg donation. Bhosle stated in the FIR that Winzarat said she came into contact with Bagul in 2022. Through this agent, she sold her eggs at a hospital in Andheri in 2023. She went to Myra Clinic in Kenya in 2024, Miracle Clinic in Kazakhstan in February 2025, and Takara Clinic in Thailand in January to sell her eggs. However, due to medical reasons, she was unable to sell her eggs the last time. The team seized data from the accused’s gadgets at their Thane office and is investigating other women who were sent abroad with fake marriage certificates.
