Chief Minister Pushkar Singh Dhami has suspended Director Home Guards (Deputy Commandant) Amitabh Srivastava with immediate effect for his alleged involvement in a scam related to the purchase of uniform materials in the Home Guards and Civil Defence Department. Instructions have been given to constitute a joint inquiry committee to investigate the matter.

CM Dhami orders suspension of DIG in Home Guard uniform scam: This case is related to the procurement process of uniform materials for Home Guards during the financial years 2024-25 and 2025-26. Allegations of financial irregularities in the tender process had surfaced. A report sent to the government by the Director General, Home Guards and Civil Defence, Dehradun, revealed a lack of transparency and violation of rules in the tender process. Based on the Director General’s recommendation, CM Dhami has suspended the Deputy Commandant with immediate effect and ordered the formation of a joint inquiry committee.

CM says corrupt officials will not be spared: Chief Minister Pushkar Singh Dhami clearly stated that the state government is working on a zero-tolerance policy towards corruption. Any irregularity or corrupt practice at any level will not be tolerated. He said that strict action will be ensured against any officer or employee found guilty.

Uniform scam was a result of collusion between officers and contractors: It is noteworthy that the uniform scam in the Home Guard department came to light a few days ago. There were allegations that officers, in collusion with contractors, had made a payment of Rs. 3 crore for goods worth Rs. 1 crore. DG PVK Prasad had sent a report to the government regarding filing a case against the accused Deputy Commandant. The uniform scam had created a stir in Uttarakhand. The accusation was of buying shoes worth 500 rupees for 1500 rupees: In the Home Guard department’s uniform scam, where officials and contractors colluded to inflate the bill for goods worth one crore rupees to three crore rupees, the tender was issued at 2024-25 rates. A baton worth 130 rupees was priced at 375 rupees, and shoes worth 500 rupees were priced at 1500 rupees. Furthermore, trousers and shirts worth 1200 rupees were purchased for 3000 rupees, and jackets worth 500 rupees were bought for 1580 rupees. When DG PVK Prasad noticed a huge discrepancy between market prices and the tender rates, he immediately formed an investigation team. When the team obtained quotations from the market, it was revealed that every item in the Home Guard department was being purchased at approximately three times the market price.

This scam occurred in the financial year 2024-25. When a tender was issued again at the same rates in the financial year 2025-26, the new DG of the department, PVK Prasad, uncovered the scam. The DG canceled the tender, filed a case against the accused Deputy Commandant General (DCG) Amitabh Srivastava, initiated proceedings for the recovery of two crore rupees, and sent a report to the government recommending his dismissal from service.

The departmental inquiry revealed that DIG Amitabh Srivastava, in collusion with contractors, had purchased goods at prices three times higher than the market rate. Following the revelation of this scam, the DG halted all uniform purchases in the department. Now, Chief Minister Pushkar Singh Dhami has issued orders for the suspension of Amitabh Srivastava.
