There will be no transfer of these big officers in Uttarakhand during Lok Sabha elections, Election Commission gave the reason

The Central Election Commission has taken a step forward in conducting free and fair elections. The Commission has written a letter to all the states saying that the officers who have completed 3 years at one place should be transferred out of that district with immediate effect. However, states with 5 or less Lok Sabha seats have been given partial relaxation in this. In such a situation, Uttarakhand has also been kept away from the order.
It has been written in the letter that all the officers including District Magistrate, Deputy District Magistrate, ADG, SP, who have been on duty at one place for more than three years, should be transferred and its report should be submitted to the Election Commission. In view of the elections going to be held on five Lok Sabha seats of the state, all the officers should be transferred as soon as possible.
The Election Commission has written in the letter that as a regular exercise, the government should ensure that the police or administrative officers who have completed their 3 years of service in a district are transferred from that parliamentary constituency with immediate effect. The Election Commission has also made it clear that these transfers should not be within the district but the officer should be posted in another district only, so that a clean and free election process can be completed.
State got exemption
The Election Commission has said in the letter that the state which has five or less Lok Sabha seats. Exemption will be given for this in those states. Therefore, the state of Uttarakhand reserves the right to get exemption on this subject.
Why do transfers happen before elections?
The rules of the Election Commission say that the officers and employees who have to be deployed for election duty during the elections, should not have their duty in their home area and at the place where they have been on duty for the last 3 years. This includes those officials who are part of the election process in some way in a direct supervisory capacity. To ensure fair and fearless elections, all the officials are sent from one district to another.
