Thapar said that in the Doon Valley Notification 1989 on 1 February 1989, the Doon Valley area was declared environmentally free and sensitive on other environmental issues, but the decision of the Supreme Court on 30 August 1988 for lime stone mining and improvement of Air Quality Index (AQI) was made. As per the instructions of Doon Valley, provision was made.

Accusing the government, Congress said that on the proposal of the government, the Ministry of Environment, Forest and Water and Air (MoEF) issued a government order to deactivate the Doon Valley Notification 1989 in the year 2023. Thapar said that the state government has again done this by removing the Doon Valley notification contrary to the instructions of the Centre.

Abhinav Thapar said that National Clean Air Program (NCAP) was started by the Government of India in 2019. In which 131 cities of the country were selected. In whose climate the amount of AQI pollution was high and for their improvement the Central Government had also made a provision of a budget of crores of rupees.

3 cities of Uttarakhand, Dehradun, Rishikesh and Kashipur, were included in NCAP and a budget of about Rs 68 crore was also released to the state government in 2021 for AQI environment improvement. But the state government is working to remove the Doon Valley notification. According to the report of experts of Government of India, the pollution level of Dehradun comes among the 10 worst cities of the country.

Thapar said that the state government has decided to de-notify Doon Valley, ignoring the NCAP program of the central government. Due to which the amount of environmental damage and pollution in Dehradun and surrounding areas will increase greatly. Thapar said that Congress will fight at every level to save Dehradun, Mussoorie, Sahaspur, Doiwala, Rishikesh, Vikasnagar and surrounding areas.
