Uttarakhand: Laxity in disaster insurance scheme will not be tolerated, CS expressed displeasure, gave these instructions

Chief Secretary Radha Raturi today reviewed the implementation of Sendai (Japan) framework on disaster risk reduction in the state at the Secretariat. During this, she directed the officials to work with a broad perspective and not be limited to their boundaries.

CS gave instructions to prepare disaster management model

The Chief Secretary directed to prepare a Uttarakhand-centric disaster management model keeping in mind the special ecology of Uttarakhand instead of adopting the models of other countries and states in the field of disaster management. The Chief Secretary directed the Disaster Management Department to also include the suggestions of NGOs, civil society, social organizations and private experts while preparing the Uttarakhand framework to deal with disasters and prevent them.

Expressed displeasure over the laxity in the action plan of the insurance scheme
Expressing strong displeasure over the laxity in preparing the action plan of the insurance scheme in disaster risk reduction, Chief Secretary Radha Raturi clarified that the people, especially the needy, in the disaster-sensitive state of Uttarakhand can get great help from the insurance scheme. She directed the department to seriously consider this matter and take effective initiatives.

Taking seriously the issue of lack of trained officers for disaster risk assessment, CS directed the Disaster Management Department to organize immediate training programs for master trainers for risk assessment in disaster affected areas and villages. He also directed to impart training in disaster management to more than 65000 women self-help groups in the state, with more than 10 lakh women associated with them. CS named these trained women as Aapda Sakhi and directed to take their help in relief and rescue operations at village and tehsil level during disasters.

Disaster management should be included in the curriculum of students: CS

Chief Secretary Radha Raturi directed to include disaster management in the curriculum of students from primary school level. Along with this, she directed the officers to take information and data of ex-servicemen living in all the districts from Sainik Welfare Department and train them in disaster management and take their help at the local level during disasters.

Rehabilitation plan should be given priority

CS Radha Raturi said that relatively light construction works are given priority in disaster sensitive areas, so that there is minimum loss of life and property during disaster. She directed the irrigation department and other related departments to prepare a Uttarakhand-centric action plan in this regard, which is in accordance with the special geographical conditions and disaster situations of the state. The Chief Secretary asked the officials to clarify the status of rehabilitation action plan of such identified villages.

Secretary Disaster Management said that in this regard, an amount of Rs 20 crore has been approved and released so far this year, which has also been spent. Chief Secretary Radha Raturi directed the District Magistrates to do disaster risk assessment of all villages. The Chief Secretary also directed the Panchayati Raj Department to include disaster risk assessment of villages in the GPDP plan.

Instructions given to share data on control room

Chief Secretary Raturi directed to provide easy access of all departments to disaster related data and to share data on website and control room. She directed to make a special action plan to prevent road accidents. The Chief Secretary directed to adopt innovative efforts like installing crash barriers, especially bamboo crash barriers. In this regard, the CS directed all the concerned departments including Forest and Public Works Department to work together.
