Sixth State Finance Commission formed in Uttarakhand, committee formed under the chairmanship of former CS, know its details

The Uttarakhand government has constituted the Sixth State Finance Commission. Former IAS officers PS Jangpangi and Dr. MC Joshi have been made members of the commission constituted under the chairmanship of former Chief Secretary of Uttarakhand N Ravishankar. Along with this, Additional Secretary Finance Dr. Ahmed Iqbal has been made the Secretary of the Sixth State Finance Commission. Additional Chief Secretary of Finance Department, Anand Bardhan has also issued a notification regarding the formation of the Sixth State Finance Commission.

According to the order issued, the tenure of the Sixth State Finance Commission will be one year. This commission will give its recommendation for the next five years from April 1, 2026. During its tenure, the commission will assess the financial position of the three-tier Panchayati Raj institutions and urban local bodies. After this, the commission will prepare its recommendations in the report and submit it to the Governor. Overall, the main objective of the formation of the Sixth State Finance Commission is to recommend how the financial position can be strengthened as well as what initiatives can be taken to raise additional resources.

The Sixth State Finance Commission has been given all the rights. Under which, the Commission can seek any information or document from any officer or authority. The Commission can call any person for evidence or to present documents. Also, the Commission has been given the power to determine its own procedure. This Commission can assess the status of loans of panchayats and urban local bodies at all levels till March 31, 2025. Also, keeping in mind the financial needs of the state, it can suggest corrective measures.

The Commission will give recommendations regarding the arrangement of funds for expenditure on both revenue and capital sides. Along with this, the Commission will also identify issues for the Seventeenth Finance Commission. The Finance Commission will allocate its share of the net income of taxes, duties, tolls and fees among panchayats and urban local bodies at all levels. It will suggest measures to strengthen their financial position. Along with this, determination of taxes, duties, tolls and fees which can be assigned to three-tier panchayats local bodies.
