CAG report on Health Department presented in Delhi Assembly: No toilets in Mohalla clinics; shortage of staff, long wait for major operations

Delhi CM Rekha Gupta presented the CAG report related to the Health Department in the Assembly. The 7-page report stated that there is a lack of health infrastructure in Delhi.
The number of nurses and doctors is not sufficient. There is a lack of funding in women’s health programs. Ambulances do not have the necessary equipment. There is a shortage of ICUs.
According to the report, at least 21 mohalla clinics in Delhi do not have toilets. There is a shortage of staff in hospitals. Patients have to wait for a long time for major operations.
Apart from this, the amount given by the central government to the Delhi government during Covid-19 was not used at all. This report will be discussed in the House on Monday.
Meanwhile, the AAP MLAs suspended from the Assembly have sought time to meet the President.
10 points of the CAG report on health…
1. The AAP government was able to use only Rs 582.84 crore out of Rs 787.91 crore given by the central government during Covid.
2. Out of Rs 119.85 crore released for PPE kits, masks and medicines, Rs 83.14 crore was not used.
3. Mohalla clinics did not have basic things of need. 21 clinics did not have toilets, 15 clinics did not have electricity and 6 clinics did not even have tables. By January 2025, there were 546 Mohalla clinics in 70 assembly constituencies of Delhi.
4. The condition of AYUSH dispensaries was also the same. Out of 49 dispensaries, 17 did not have electricity, 7 did not have toilets and 14 did not have drinking water facilities.
5. Despite the shortage of beds in hospitals, only 1357 beds were increased. Whereas the government had promised to increase a total of 32 thousand beds in the budget from 2016-17 to 2020-2021.
6. Only three new hospitals were built during the AAP government. In this, the cost of the third hospital was much higher than the cost of the tender.
7. In Rajiv Gandhi Super Specialty Hospital, 6 modular/semi-modular operation theatres (OT), stone centre, transplant ICU and wards, kitchen, 77 private rooms, 16 ICU beds, 154 general beds and resident doctors hostel were not functional.
8. In Janakpuri Super Specialty Hospital, 7 modular OT, kitchen, blood bank, emergency, medical gas pipeline, 10 CCU beds and 200 general beds were not functional. Bed occupancy was 20 to 40%.
9. There was no permanent arrangement of specialist doctors for 24-hour emergency service in the trauma centre of Lok Nayak Hospital.
10. Out of 27 hospitals, 14 did not have ICU, 16 did not have blood bank, 8 did not have oxygen, 15 did not have mortuary and 12 hospitals did not have ambulance.
Loss of ₹2002 crore in the report on liquor policy
CM Rekha Gupta presented the CAG report on Delhi liquor policy in the House on 25 February. The report revealed a loss of Rs 2002 crore due to AAP’s wrong liquor policy.
AAP MLAs raised slogans during LG’s address on 25 February. After this, Speaker Vijender Gupta suspended 21 AAP MLAs. On Thursday, AAP MLAs protested outside the assembly for more than 6 hours.
Meanwhile, Delhi government minister Pravesh Verma said – Sheeshmahal will be investigated. Due to lack of follow-up from the previous government, the cost of many projects has doubled. We will discuss the liquor policy scam of Rs 2000 crore in the House.
BJP elected Deputy Speaker without opposition On Thursday, on the third day of the session, without opposition, BJP elected 6-time MLA Mohan Singh Bisht as the Deputy Speaker of the Assembly. CM Rekha Gupta proposed his name. Environment Minister Manjinder Singh Sirsa supported it. Bisht is an MLA from Mustafabad.
However, before this, the only AAP MLA present in the House, Amanatullah Khan, had told the Speaker to call our colleagues to the Assembly. If the Deputy Speaker is to be elected, then the presence of the opposition is also necessary.
14 CAG reports may be presented
The Delhi Assembly session, which began on 24 February, was earlier scheduled to end on 27 February. However, later the session was extended till 3 March. During this time, 14 Comptroller and Auditor General of India (CAG) reports may be presented in the Assembly.
