Uttarakhand: The new decision in Doon Collectorate can lead to conflict among the employees

The apprehension of amendment in the staffing pattern in Dehradun Collectorate has proved to be correct, the big thing is that this change in the district can now create a situation of conflict among the employees. Although the order issued at the district collectorate level has been described as an amendment as per the need, but earlier some employees had raised serious questions by raising the issue of interference of officers in the politics of ministerial employees and expressed apprehension that under this, some former officials could be transferred out of the Dehradun Collectorate premises.

A new decision in the Dehradun District Magistrate Office premises has created a situation of major conflict among the employees in the coming days. The matter is related to changing the staffing pattern under the District Collectorate in Dehradun district. The special thing is that some employees previously associated with the ministerial employees’ organization had already expressed apprehension of amendment in the staffing pattern and had also written a letter for this.

Earlier, in the premises of the Dehradun District Magistrate Office, the former office bearer of the employees’ organization had created a big controversy when he had accused a senior officer of the District Magistrate’s office of being involved in the politics of the employees. However, during that time the concerned officer had also rejected these allegations. Additional District Magistrate Administration Jai Bharat had also earlier said that he was not aware of the change in the staffing pattern, but in a few days an order related to it was also issued and now on the basis of the change in the staffing pattern, the deployment of five officers and employees has been changed.

In this, former president of the employees’ organization Rajendra Singh Rawat has been sent as Administrative Officer Tehsil Rishikesh. The special thing is that Rajendra Singh Rawat had already expressed the apprehension that he could be removed by posting him outside the Dehradun District Magistrate’s office. Apart from this, Balak Ram Joshi has been posted as Principal Assistant Excise Collectorate, Shahnaz Siddiqui as Junior Assistant Judicial, Kanchan Paliyal as Junior Assistant DLRC Section and Virendra Singh as Ahlmad Sub District Magistrate Judicial Sadar.

In the order regarding the change in staffing pattern, it is written that as per the order of the Personnel Department and the letter of the Revenue Council, the prevailing staffing pattern of the ministerial cadre posts has been implemented in the district office. The staffing pattern of Senior Administrative Officer on 4800 grade pay has been revised. Similarly, among the administrative officers with 4600 grade pay, the staffing pattern of Administrative Officer Revenue Section, Administrative Officer Nazarat Section, Administrative Officer Bangla Archives and Administrative Officer Excise has been revised.

The staffing pattern of Principal Assistant Judicial IV on grade pay 4200 has been revised. The staffing pattern of Senior Assistant Establishment Chakrata on grade pay 2800 has been changed. Apart from this, there are a total of 11 posts in the list of amendments, where changes have been made. On the other hand, the administration officials are calling the change in the staffing pattern as an amendment made as per the need. However, after the previous order, the staffing pattern was changed in the year 2019 itself and after this, once again an order related to the amendment has been issued.
