Uttarakhand: Expedite the implementation of reform programmes directed by the Government of India so that the funds received from the SASCI scheme can be used for the proper development of the state – Chief Secretary

A review meeting of the Scheme for Special Assistance to the State for Capital Investment (SASCI – Special Assistance to State for Capital Investment) 2025-26 was held under the chairmanship of Chief Secretary Anand Bardhan. In the meeting, there was a comprehensive discussion on the development works conducted under both the tied and untied items of the SASCI scheme.
The Chief Secretary directed all the departments to speed up the implementation of the reform programs directed by the Government of India so that the funds received for development works under this can be properly utilized in the interest of the state.
He directed the departments like Mining, Transport, Urban Development, Housing, Finance, Transport, Revenue, Agriculture Department etc. to submit the road map and action plan with timeline of the works of SASCI scheme within a week.
He directed that the works which are of more importance and which can be completed quickly, ensure that such works are taken on priority.
The Chief Secretary directed all the departments that the departments which have completed the development works under the scheme should ensure to submit the utilization certificate immediately.
For the reform of the mining sector, the Chief Secretary directed the Mining Department to take swift action in the formulation of Minor Minerals Policy, survey of minerals useful for rare and nuclear plants, star rating system and auction of minor minerals blocks etc.
He directed the Transport Department to speed up the corrective works related to replacement of old vehicles by EV, promotion of pollution-free vehicles and use of electronic enforcement devices for road safety and control (e-challan generation, online e-challan disposal and online traffic management etc.).
He directed the Revenue Department and related departments to speed up the work of land reform (modernization and digitization of land records) in rural and urban areas. Said that the work of digital crop survey, One Farmer ID and digitization of Revenue Court etc. should be completed speedily.
He directed the Finance and Planning Department to speed up the work related to modernization, digitization and bringing it into a transparent process of financial management. He directed to increase the progress of Aadhaar based DBT (Direct Benefit Transfer).
The Planning Department informed that this financial year the state will receive an amount of Rs 615 crore from the untied fund, while the receipt of other funds will depend on the progress of corrective works directed by the Central Government by various departments.
Principal Secretary RK Sudhanshu and R Meenakshi Sundaram, Secretary Dr Ranjit Kumar Sinha, Shailesh Bagauli, Ravinath Raman, Pankaj Kumar Pandey, Dr R Rajesh Kumar, Dr SN Pandey and Deepak Kumar, Additional Secretary Swati Bhadoria, MD Uttarakhand Jal Vidyut Nigam Sandeep Singhal and other concerned officials were present in the meeting.
