Election Commission told 5 easy ways to improve voter list in Bihar, read each thing carefully

The Election Commission of India has started Special Intensive Revision (SIR) 2025 to improve the voter list in Bihar.

Under this campaign, a target has been set to include the name of every eligible person in the voter list. The Commission has divided this entire process into five easy steps.

First phase

The work of giving forms from door to door was done from June 25 to July 3, 2025. Forms are being given to about 7.90 crore voters of the state. This work is being done by 77,895 Booth Level Officers (BLOs) and 20,603 new BLOs are also being added.

These forms are already partially filled. The Commission has informed that the form can also be downloaded from https://voters.eci.gov.in. Booth Level Agents (BLAs) appointed by political parties can submit up to 50 forms daily.

Second phase

The form issued by the Commission has to be filled and submitted by July 25. Every voter will have to fill the form and give it to the BLO. The services of four lakh volunteers (NCC, NSS, government employees etc.) are being taken for this work.

Especially the elderly, sick, handicapped and poor people will be given priority. Regarding the documents required for the form, it was told that if the name is in the voter list of 2003, then no other document has to be given.

If the name is not there, then documents related to birth will have to be given, in which voters born before 1987 have to give one of their own documents along with the form.

Voters born between 1987–2004 will have to submit their document and that of one parent and voters born after 2004 will have to submit their document and that of both the parents together.

Third phase

The BLO has to collect the form from the voters and give its receipt. This work will be done from 25 June to 26 July. During this time, the BLO will take the form and upload its data on the mobile app or ECINET.

Every voter will be given a receipt so that there is proof of the form being submitted. The form has been handed over to the concerned officer (ERO/AERO). The facility of filling the form online will also start soon.

Fourth phase

The fourth phase will start on August 1 when the work of the preliminary voter list will start. In this phase, the names of those who get the form on time will be in the draft voter list. The names of those who have not filled the form will not be visible.

This list will be given to the website and all political parties free of cost. After the draft list, booth level agents (political workers) can submit the form till 10 pm daily.

Fifth phase

Claims and objections will be registered in the final phase. This work will continue from August 1 to September 1. In the final phase, if someone’s name is missing or there is an objection to any name, then an application can be made.

The concerned officer will check every application and if needed, there will also be a hearing. Every day’s list will be available in the office and on the website. Political parties will also be given a weekly report.

Publication of final voter list on 30 September

After settlement of all claims and objections, the final voter list will be published on 30 September 2025. Its copy will be given free to all parties and it will also be available online.

If anyone has an objection to the decision of the Commission, an appeal can be made to the District Magistrate within the first 15 days. If a satisfactory answer is not received from there also, an appeal can be made to the Chief Electoral Officer within 30 days.
