A review meeting of Pradhan Mantri Gram Sadak Yojana was held under the chairmanship of Chief Secretary Anand Bardhan. In the meeting, the concerned officials presented the presentation of the financial and physical progress of Pradhan Mantri Gram Sadak Yojana.
It was informed in the presentation that at present the fourth phase of PMGSY scheme is in progress. Pradhan Mantri Gram Sadak Yojana-4 has a target of building 9500 km of road covering 2645 villages. In its first phase, DPR of 212 roads of 1370 km has been approved. Work is going on on them.
It was told that the department has developed the Inspect to Perfect app through which real time monitoring of Pradhan Mantri Gram Sadak Yojana is being done.
The Chief Secretary directed the officials of PMGSY to keep the quality of road construction works better and also ensure that its progress is increased rapidly.
He told the concerned officials that there are some villages in the remote areas of Pithoragarh where internet connectivity has to be provided and for that road approach is necessary, he instructed to do homework to provide road connectivity to these villages deprived of road in remote areas through Pradhan Mantri Gram Sadak Yojana and take further action in this regard.
On this occasion, Secretary Radhika Jha, C Ravi Shankar and Sridhar Babu Adyanki, Additional Secretary Abhishek Rohela along with concerned officials were present.
A virtual review meeting was held under the chairmanship of the Chief Secretary with DM and other officials regarding the disposal of cases related to districts of various departments.
The Chief Secretary directed the Forest Department to prepare SOP for all cases related to land transfer. He directed the District Magistrates to include other services related to the Right to Service on the Public Grievance Portal which have more relevance to the time. The Chief Secretary directed all the districts to give details of two best practices (success stories). He said that the instructions given earlier regarding the use of local products in government events, meetings, programs should be strictly followed. He directed that all the District Magistrates should immediately prepare a plantation plan in coordination with the concerned departments for extensive tree plantation on the upcoming Harela festival.
The Chief Secretary directed the Education Department regarding cluster schools to ensure the preparation of a transportation plan in coordination with the concerned District Officer. Send the utility certificate of the secondary schools which have been connected to the cluster schools in the first phase so that the financial amount of the next phase can be released.
The Education Secretary informed that in the first phase, the work of connecting secondary schools to cluster schools is going on and soon the work of connecting primary schools will also be started.
He informed that out of 559 secondary schools, 68 cluster schools will be operational this financial year.
While reviewing the parking cases related to various districts under the Chief Minister’s announcement, the Chief Secretary directed all the District Magistrates to select the site for parking on the basis of parking requirement and not on the basis of land availability. He said that parking should be built only where there is demand for parking. He directed that the districts from which proposals related to parking construction are still not received should immediately prepare and send the proposal.
While reviewing the schemes related to women and child development, the Chief Secretary directed all the District Magistrates and concerned departmental officers to implement the schemes and programs related to women and children in a better way and hold regular meetings for this and also strengthen the monitoring system.
During this, the Secretary ICDS informed that real time monitoring of various schemes and programs related to child development and women welfare being run in Anganwadi centers is being done with FRS (Facial Recognition System), which is showing positive results.
During this meeting, Principal Secretary R K Sudhanshu and Meenakshi Sundaram, Secretary Nitesh Jha, Ravinath Raman, C Ravishankar, Chandresh Kumar Yadav, Vinod Kumar Suman, Ranjan Kumar Mishra from Forest Department and other concerned officers were present in the auditorium and Commissioners of Garhwal and Kumaon and concerned District Magistrates were present in the meeting through virtual medium.
