At the Uttarakhand Investment Festival-2025 organized in Rudrapur on Saturday in the presence of Union Home Minister Amit Shah, the Pushkar Singh Dhami government celebrated the successful grounding of Rs 1 lakh crore in the form of investment after the Global Investor Summit held in Uttarakhand in December 2023. On this occasion, Amit Shah praised the efforts of the state government and assured full support from the central government.

Addressing the Uttarakhand Investment Festival – 2025 organized at Sports Stadium Rudrapur, Home Minister Amit Shah said that whenever he comes to Uttarakhand, the land of Char Dhams and Ganga Yamuna, he returns with a new consciousness. He said that Devbhoomi Uttarakhand has worked to take the whole world to spiritual heights. The rivers here meet the drinking water and irrigation needs of half of India.

Referring to the closing ceremony of the Uttarakhand Global Investor Summit held in December 2023, Amit Shah said that then he had told CM Dhami that the real feat of the government would be to bring the MoUs of three lakh 56 thousand crores signed in the summit on the ground, but now he is happy that despite all the challenges, CM Dhami’s team has brought an investment of one lakh crore on the ground today. This has cleared the way for creation of 81 thousand new jobs. Along with this, there is hope of creation of more than two and a half lakh new jobs through ancillary industries.
Dhami government working with transparency, intensity and foresight
Shah said that industries are also being set up in second and third tier cities of Uttarakhand. The government has been successful in drawing a new blueprint of development with transparency in policy, intensity in implementation and foresight in vision, while establishing a balance between development and environment. He said that the Atal Bihari Vajpayee government worked to create three new states in the form of Uttarakhand as well as Jharkhand and Chhattisgarh. Today, these three states are standing on their own feet. After the formation of Modi government at the center in 2014, a double engine government has been running continuously in Uttarakhand.
World’s third economy by 2027
He said that PM Modi has created new records in every field by drawing a blueprint of development across the country. The length of national highways has increased by 60 percent in ten years, during this period eight lakh km of roads have been built in rural areas. Convenient Vande Bharat train has reached 333 districts. In ten years, 45 thousand km of railway track was electrified, 88 new airports were built and inland waterway cargo has increased 11 times.
The Home Minister said that former PM Atal Bihari had left the country’s economy at number 11, PM Modi has brought it to number four. Now in 2027 we are going to become the third largest economy in the world. He said that at one time it was said that while developing infrastructure, the welfare of the poor of the country is not possible. But Modi ji has broken this myth and has brought 25 crore people above the poverty line.
Shah said that the Modi government is providing food security to the poor by giving them five kg of free food grains, as well as providing free treatment up to five lakh rupees to 55 crore people. During this period, tap water reached 16 crore houses for the first time, toilets in 12 crore houses, free LPG cylinder facility was provided to 13 crore families. During the tenure of the Modi government, electricity reached three crore houses for the first time, four crore people were given concrete houses.
It is not possible to achieve the goal of developed India without developed Uttarakhand: Shah
Amit Shah said that PM Modi has envisioned a developed India by 2047, but it is not possible to achieve the goal of developed India without developed Uttarakhand. For the overall development of the country, development of the states of the North East including small states is also necessary. The government is paying special attention to this. He said that Uttarakhand is anyway the land of Jyotirlinga, Shaktipeeth, Panchbradi, Panch Kedar and Panch Prayag, no one can stop the development of this state. To achieve this goal, the state government is working day and night with transparency.
Shah said that work is being done on 360 degrees to ensure that tourists come to the state throughout the year. He said that PM Modi leaves no stone unturned in the development of Uttarakhand, that is why when some people opposed the all-weather road, the central government made a strong lobby in the Supreme Court and worked to extend the all-weather road to the Char Dhams. Similarly, the government is working on a ropeway project for Hemkund Sahib as well as Kedarnath.
Amit Shah praised the efforts of the Chief Minister Pushkar Singh Dhami government and said how many efforts were made to promote investment in this small state, including tourism, MSME, startup, film policy, which has created an environment for investment in the state. In the coming times, Ayurveda, yoga, natural treatment and organic farming will become the basis of development of Uttarakhand.
The central government gave four times more assistance to Uttarakhand
Shah said that during the 10-year tenure of the Modi government, Uttarakhand was provided more than three and a half times i.e. 1 lakh 86 thousand crores. Apart from this, 31 thousand crores were provided for roads, 40 thousand for railway projects, 100 crores for airports, thus the total central assistance becomes four times more than the previous government. Praising CM Dhami for the successful grounding of Rs 1 lakh crore, he said that the remaining investment target should be worked on tirelessly, the central government is ready to give full cooperation in this work.

CM Dhami said in his address that today’s celebration is not just an economic investment, but a reflection of Uttarakhand’s rich potential, spirit of entrepreneurship and inclusive development based on public participation, which will take the state to new heights of self-reliance and industrial prosperity. Today, various important projects costing more than Rs 1342 crore have been inaugurated and foundation stones have been laid. The CM said that out of investment agreements of more than Rs 3.56 lakh crore under the Global Investors Summit 2023, success has been achieved in grounding investment proposals worth more than Rs 1 lakh crore.
India has established itself as the fourth largest economy in the world
Chief Minister Dhami said that work is being done in a planned manner in the country to realize the resolve of PM Modi. Today India has established itself as the fourth largest economy in the world. Through initiatives like ‘Vocal for Local’, ‘Make in India’, ‘Skill India’ and ‘Startup India’, the country is moving at a rapid pace towards becoming self-reliant. India has become the country with the third largest startup ecosystem in the world.
More than 30 policies implemented to provide better environment to industries: CM
The CM said that the state government is continuously working towards industrial development in the state. By implementing more than 30 policies including Industrial Policy, Logistics Policy, Startup Policy, MSME Policy in the state, a better environment is being provided to the industries in the state. A venture fund of Rs 200 crore has been set up for startups. The facility of ‘Investment Mitra’ is being provided to promote investment in the state.
CM Dhami counted the achievements
The CM said that Aroma Park has been established in Kashipur, Plastic Park in Sitarganj, Electronics Manufacturing Cluster in Kashipur, Multimodal Logistics Park in Pantnagar. The Industrial Smart City to be established in Khurpiya at a cost of about Rs 1300 crore will also prove to be important in the direction of industrial development of Uttarakhand. The CM said that Uttarakhand has received the category of Achievers in Ease of Doing Business and Leaders in Startup Ranking. Online facilities are being provided in more than 260 business services in the state.
