India’s Chief Election Commissioner (CEC) Gyanesh Kumar on Monday announced the second phase of the Special Intensive Revision (SIR) of voter lists in the country. He stated that the SIR will be conducted in 12 states.
At a press conference held at Vigyan Bhawan in Delhi, Chief Election Commissioner Gyanesh Kumar said, “Today we are here to mark the beginning of the second phase of the Special Intensive Revision (SIR) campaign. I congratulate the voters of Bihar and salute the 75 million voters who participated in a successful SIR. The Commission also met with election officials from all 36 states and discussed the entire process in detail.”
The CEC stated, “…the second phase of SIR (Special Intensive Revision) is scheduled to be conducted in 12 states and union territories.” Gyanesh Kumar added, “…in the states where SIR will be conducted, voter lists will be frozen at midnight today. Afterward, voters will be given unique counting forms with all their details.”
BLOs will visit every household three times
He said that the SIR will ensure that no eligible voter is left out and no ineligible voter is included in the voter list. Chief Election Commissioner Gyanesh Kumar said, “BLOs (Booth Level Officers) will visit every household three times. To address the problem of migrating voters, people can now submit their counting forms online.”
Training of Polling Officers to Begin Tomorrow
The CEC announced that training of polling officers for the second phase of the SIR will begin on Tuesday. Gyanesh Kumar said, “All Chief Electoral Officers and District Election Officers have been instructed to meet with political parties by Wednesday and brief them on the SIR process.”
Chief Election Commissioner Kumar said that the SIR process is the ninth since independence; the last one was conducted 21 years ago in 2002-04. He said that political parties have raised the issue of the quality of voter lists on several occasions. The first phase of SIR in Bihar was completed without any claims.
