The Chief Secretary talked about focusing on 3E education, enforcement and engineering to get rid of traffic jams in the city. He said that people should be made aware to follow the traffic rules, enforcement should be done by challan and vehicle towing and where improvement can be done by engineering works in the junction. He also directed DM Dehradun to be appointed as the best expert traffic planner or traffic consultant. Also, in other big cities where there is no traffic jam even after heavy traffic, what arrangements have been made in such cities should also be studied.

The Chief Secretary directed to increase the number of challans and towing charges by installing CCTVs at all the intersections of the city. He also directed to challan school buses parked on the roads and vehicles parked near liquor vends. The schools should be talked about to park the school buses in the school premises itself. The Chief Secretary said that the district administration should ensure that the space marked for parking by malls and other institutions is being used for parking only, those who are using it for other works should be fined grading. , which will increase in case of non-compliance. He also instructed to prepare site to site plan by marking the congestion points.

The Chief Secretary said that such works of Smart City, which have been completed 80, 90 percent, should be completed on priority. Also, all pavements should be brought in working condition. He also talked about increasing public transport by focusing on mini buses. While directing to shift the Army Canteen on EC Road elsewhere, the Chief Secretary also directed to provide land by the State Government.
