Uttarakhand government changed the rules regarding the transfer of employees

The Uttarakhand government has given relaxation in transfers to those teachers who have come under the purview of compulsory transfers in secondary and higher education, who want to provide services in remote areas. At the same time, in the Transport Corporation, the transfer has been approved as per the policy of departmental transfer in RTO, ARTO, Transport Tax Officer and RI cadre. This decision was taken in the meeting of the committee headed by Chief Secretary Dr. SS Sandhu. Secretary Personnel Shailesh Bagoli has made these orders. This decision was taken due to the difficulty being faced in the implementation of Section 27 of Annual Transfer. The demands of transport, secondary education, higher education, irrigation, finance, medical health and medical education, skill development and employment, animal husbandry departments as well as some employee organizations were discussed in the meeting. The Education Department had proposed to exempt teachers serving in difficult areas from compulsory transfers. Such teachers have been given relaxation for one year. Provided that no action is taken against such teachers during this period on administrative grounds.

State tax headquarters will be considered accessible

The committee has approved to keep all the district headquarters of the state tax in Sugam. In these, the norms of transfer have also been fixed. Officers and employees who have completed five years of service in a district or three consecutive years in a post will be considered eligible for transfer. However, exemption will be given from the calculation of the period of posting in the State Representative Headquarters and High Court. After 270 days of deployment in the mobile team, they will come under the purview of transfers.

Transfer on the basis of rules in the Transport Department

In case of less number of posts in RTO, ARTO, Transport Tax Officer and RI (Technical) cadre, they will be transferred on the basis of departmental rules. The officers who have been posted in Sugam for three years or eight years in the entire service, will come under the JD of transfer. Similarly, in these cadres, the benefit of transfer will be given on the service of two years in the inaccessible. While the ministerial employees have not been given relief, these employees will come under the purview of the Transfer Act.

Specialist doctors also exempted

Directors, Additional Directors and Joint Directors posted on administrative posts, along with specialist doctors of PMS cadre, have also got relaxation in compulsory transfers for one year. In relation to the posting of faculty members in the Medical Education Department, instructions have been given to make a separate proposal to give the provision of exemption under section 27.
