After retirement, security officers will have to take permission before writing anything, otherwise your pension will stop
The central government has taken an important decision regarding the internal security of the country. Center has amended pension rules for civil servants. According to this, now retired officers from organizations related to intelligence or security cannot publish anything without permission. His pension will be stopped for publishing material without permission. According to the new amendment, now officers of any intelligence or security related organization will have to take prior permission to publish any content. The Central Civil Services (Pension) Amendment Rules, 2020 were notified on Monday. The Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions has introduced this condition as an option clause in the Rules on Pension subject to good conduct in future.
This amendment means that if the pensioner disobeys the rules i.e. shares any information related to his organization without permission, then his pension can be withheld or deducted. This change in rules is likely to affect retired officers of security and intelligence organizations who write in newspapers and magazines or author books on their former organizations and experiences.
Amending the Central Civil Services (Pension) Rules, 1972, the DoPT added a clause. It said that on retirement those working in organizations mentioned in the second schedule of the RTI Act shall not be allowed to publish anything relating to the domain of the organization without prior approval from the head of the organization. No sensitive information will be allowed to be published and the head of the organization concerned will decide whether the matter is sensitive for publication.
Organizations under the Second Schedule of the RTI Act include Intelligence Bureau, Research and Analysis Wing, Directorate of Revenue Intelligence, Central Economic Intelligence Bureau, Enforcement Directorate, Narcotics Control Bureau, Aviation Research Center, Special Border Force, Border Security Force, Reserve Police Force, India -Tibetan Border Police, Central Industrial Security Force, National Security Guard, Assam Rifles, Sashastra Seema Bal Special Branch (CID), Andaman and Nicobar, Crime Branch-CID-CB, Dadra and Nagar Haveli, Special Branch, Lakshadweep Police, Special Security Group, Defense Research and Development Organisation, Border Roads Development Board and Financial Intelligence Unit.
